Four people are facing charges following an investigation into drug trafficking within the city of Regina.
On Tuesday, February 17, 2026, members of the Saskatchewan Trafficking Response Team (STRT Regina), assisted by the Human Trafficking and Counter Exploitation Unit (HTCEU Regina), the RPS Tactical Support Team and RPS Canine Unit, conducted a traffic stop in the 200 block of Victoria Avenue.
Four occupants of the vehicle were taken into custody. A search of the vehicle incident to arrest and a search of a residence on Gilbert Crescent, under the authority of the Controlled Drugs and Substances Act (CDSA), resulted in the seizure of the following:
- Approximately 401 grams of fentanyl;
- Approximately 45 grams of methamphetamine;
- Machete, hatchet and a baton; and
- $18,135 cash.
The estimated street value of this seizure is believed to be approximately $60,000.
As a result of this investigation,
Fifty-seven year-old Fedia GULDEN is charged with:
- Possession of a Scheduled Substance for the Purpose of Trafficking (methamphetamine) [CDSA 5(2)];
- Possession of a Scheduled Substance for the Purpose of Trafficking (fentanyl) [CDSA 5(2];
- Possession of Property Obtained by Crime Over $5,000 [CC 355(A)]; and
- Fail to Comply with Conditions of a Release Order [CC 15(5)(a)].
Twenty-nine year-old Kaitlynn DELNEA is charged with:
- Possession of a Scheduled Substance for the Purpose of Trafficking (fentanyl) [CDSA 5(2].
Forty year-old Bradley LAKEMAN is charged with:
- Possession of a Scheduled Substance for the Purpose of Trafficking (fentanyl) [CDSA 5(2].
Forty year-old Shyanne ARCAND is charged with:
- Possession of a Scheduled Substance for the Purpose of Trafficking (fentanyl) [CDSA 5(2].
All four accused made their first appearances on these charges in Regina Provincial Court on Wednesday, February 18, 2026.
