A 40 year-old male is facing 31 charges related to a string of thefts and a robbery that occurred between February 2025 and February 12, 2026.
A majority of the thefts were from liquor stores in the north end of the city but grocery retailers and other businesses in other areas of Regina were also victimized.
In August 2025, police received a report from a business in the 1600 block of Dewdney Avenue that a suspect had entered the store, grabbed an item from the shelf and assaulted an employee before fleeing the scene. This resulted in the suspect being charged with Robbery.
Investigators from the Regina Police Service Robbery Unit and Front-Line Support Unit reviewed hours of surveillance footage as they worked to determine who was responsible for these occurrences. Last night, the suspect was located and arrested by Patrol officers following a report of a theft at a business.
Forty year-old Titus RUNNS is charged with:
- 30 x Theft Under $5,000 [CC 334 (B)]; and
- 1 x Robbery [CC 344(1)(B)].
RUNNS made his first appearance on these charges in Regina Provincial Court on Thursday, February 12, 2026.
Retail Theft Strategy
The Regina Police Service has a multi-pronged approach to tackling retail theft in our city, including identifying ongoing crime trends, locations, and repeat offenders. Business owners are encouraged to invest in security cameras, if possible, and always report theft to police, using the Direct Entry Victim Reporting system (DEVRS). All files are reviewed and offenders are held to account when investigations support criminal charges. The Regina Police Service takes retail theft seriously and, although much of the work takes place after the occurrence, collaborative crime prevention is a key component.
