On Monday, June 2, 2025, at approximately 2:00 p.m., police were dispatched to the 1800 block of 11th Avenue for the report of a weapons offence. Information received was that a male had threatened the victim with a weapon.
Regina Police Service Alternative Response Officers (AROs) were in the area on an unrelated call for service and spoke with the victim who pointed out the suspect travelling eastbound on 11th Avenue. ARO’s relayed the description to patrol officers in the area. A short time later, a patrol officer located the male suspect riding a bike. The suspect refused to stop for the officer and turned southbound into an alleyway near St. John Street. As the patrol vehicle was turning into the alley, the suspect lost control of his bike and fell to the ground. The patrol vehicle was unable to avoid contact with the suspect and collided with the suspect at a low rate of speed.
Officers called for EMS and placed the suspect under arrest. A search of the suspect revealed two knives and bear mace. The suspect was transported to hospital with non-life threatening injuries.
As a result of this investigation, 30 year-old Lester Alvin FLAVEL is charged with:
- Possession of a Weapon [CC 88];
- Carrying a Concealed Weapon [CC 90];
- Assault with a Weapon [CC 267(A)];
- Obstruction of a Peace Officer [CC 129(A)];
- Uttering Threats [CC 264.1(1)(A)].
The accused will make their first appearance on these charges in Provincial Court, Wednesday, July 16, 2025 at 9:30 a.m.
