Advisory: CEW Discharge
On Sunday May 23, 2021, a Regina Police Service member discharged a CEW, commonly known as a Taser, in an arrest. This advisory is in keeping with the Regina Police Service’s commitment to notify the public each time a CEW is discharged against a person.
At approximately 4:00 p.m., police were dispatched to the 1700 block of Mcintyre St., in regards to three people drinking alcohol in the alley. Police attended and located a male and two females. One of the females was holding a needle in her hand as she advanced towards police. Despite repeated commands to stop and drop the needle, she continued to advance, throwing the needle at police while holding her other hand behind her back. The police perceived the immediate need to control the female, due to a high risk of death or serious bodily harm, prompting the deployment of the CEW. The female then complied and was safely taken into custody. The female was assessed at the scene by Emergency Medical Services (EMS) and was then transported to detention.
Thirty three year old Loni Roz GAGNON, of Regina, is charged with:
-Assaulting a Peace Officer With a Weapon [CC 270.01 (1)]

The use of the CEW has been documented as per policy and will be reviewed by a Use of Force Committee – a committee within the Service. All uses of force are also reported to the Saskatchewan Police Commission – an oversight body independent of the Regina Police Service.
Anyone who may have information that could assist with this investigation is asked to contact the Regina Police Service at 306-777-6500 or Crime Stoppers at 1-800-222-8477 (TIPS).
