The Regina Police Service Drug Unit (RDU), with the assistance of uniformed members of both Patrol and Canine Unit, completed an investigation and enforcement action on Thursday, May 6, 2021, in relation to drug trafficking within the City of Regina.
Two CDSA search warrants were executed, one on Mckinley Avenue and one in the Harbour Landing area of the city. As a result of the enforcement, 27 year-old Elias HASSAN of Moose Jaw, Saskatchewan and 26 year-old Mohammed SALAD of Scarborough, Ontario, were arrested in relation to the investigation.
The following of significance was seized:
- approximately 450 grams of cocaine
- approximately 190 grams of fentanyl
- approximately 2000 grams of an unknown substance that will be sent to the lab for analysis
- numerous digital scales
- approximately $2100.00 in currency
- a large number of cell phones
- handheld cocaine press
- loaded .40 caliber handgun with a spare magazine.
- multiple loaded magazines including a high capacity magazine.
As a result of the enforcement, Hassan and Salad were jointly charged with the following offences:
- Possession for the purpose of trafficking cocaine – [S.5(2) CDSA];
- Possession for the purpose of trafficking fentanyl- [S.5(2) CDSA];
- Possession of a weapon for a dangerous purpose- [S.88 CC];
- Unauthorized possession of a firearm- [S.91(1) CC];
- Possession of a loaded firearm- [S.95(1) CC];
- Possession of a restricted firearm obtained by crime- [S.96(1) CC];
- Possession of a firearm knowing serial number has been tampered with- [S.108(1)(b)CC]; and
- Unauthorized possession of a prohibited device(high capacity magazine)- [S.91(2) CC].
HASSAN was additionally charged for the following:
- Fail to comply with condition of release order- [S.145(5)(a) CC];
- Fail to comply with condition of undertaking- [S.145(4)(a) CC];
- Possession of firearm or ammunition contrary to prohibition order- [S.117.01(1) CC]; and
- Possession of property obtained by crime (currency)- [S.355(b) CC].
HASSAN also had outstanding warrants out of Moose Jaw and Prince Albert that were acted on.
SALAD was additionally charged with the following:
- Possession of firearm or ammunition contrary to prohibition order- [S.117.01(1) CC]; and
- Obstruction- [S.129 CC].
HASSAN and SALAD made their first appearance on these charges in Provincial Court, today, May 7, 2021 at 2:00 p.m.
