On Thursday, July 6, 2023 at approximately 12:00 p.m. police received a call from a member of the public reporting an impaired driver in the 2600 block of 28th Avenue. Patrol officers located the vehicle in the Harbour Landing neighborhood and conducted a traffic stop. During the traffic stop, the driver ignored police commands and fled from officers at a high rate of speed. A short time later, at approximately 12:30 p.m., police received multiple calls about the same vehicle driving erratically and at high speeds on Ring Road. The vehicle had been travelling northbound and collided with a guardrail near the Assiniboine Avenue exit. The male driver exited the vehicle, walked out into traffic and threw objects at multiple vehicles. A motorist who witnessed the collision exited their vehicle to assist the male, however, the suspect male assaulted this individual. When police attended, officers located the suspect male in the ditch swinging a metal pipe, which he threw at an officer who was inside a Patrol vehicle.
The suspect male was not compliant with police commands and resisted arrest as he was taken into police custody. During the arrest, the suspect male assaulted a police officer.
Investigation confirmed the suspect male was the same driver that evaded police during the traffic stop. It was also determined that the vehicle driven by the suspect male was stolen. As a result:
Twenty-six year-old Eliya HAMAD, of Regina, has been charged with:
- Impaired Operation of A Conveyance By Alcohol, Drug Or Combination [CC 320.14 (1)(A)];
- 2 X Operate Conveyance Dangerous To Public [CC 320.13 (1)];
- Failure To Stop After Accident [CC 320.16 (1)];
- Assault [CC 266];
- 2 X Resist Arrest [CC 129 (A)];
- Assault A Peace Officer Causing Bodily Harm [CC 270.01 (1)(B)];
- Possession of Property Obtained By Crime Over $5000 [CC 355 (A)].
HAMAD made his first court appearance on these charges in Provincial Court this morning (July 7, 2023) at 9:30 a.m.
