A Regina Police Service member discharged a CEW, commonly known as a Taser, in the apprehension and arrest of a male on Saturday October 16, 2021. This advisory is in keeping with the Regina Police Service’s commitment to notify the public each time a CEW is discharged against a person.
On October 16, 2021, at approximately 11:45 pm, Regina Police Service members attended to an address in the 2100 block of Rose Street for a report of an unwanted guest. Police learned that the male also had warrants for his arrest. Officers attempted to arrest the male but he became aggressive and would not listen to police commands. A police officer discharged a CEW and the male was successfully taken into custody after a brief physical altercation.
The male was assessed by EMS at the scene and then transported to Regina Police Service Detention.
Fifty-four year-old Douglas RUSSELL, of Regina, is charged with:
- Assaulting a Peace Officer [CC 270(1)(A)] X2
RUSSELL is scheduled to make his first appearance on these charges in Provincial Court on October 18, 2021 at 9:30 am.
The use of the CEW has been documented as per policy and will be reviewed by a Use of Force Committee, a committee within the Service. All uses of force are also reported to the Saskatchewan Police Commission – an oversight body independent of the Regina Police Service.
