Four males, one from Kamsack and three from Regina, are facing a number of drug-related and conspiracy charges following a several-month investigation by members of the Regina Combined Forces Special Enforcement Unit or CFSEUnit and Regina Police Service Street Gang Unit.
The four were arrested without incident after investigators obtained, and then executed, search warrants in the early morning hours of March 1, 2012, at a downtown business in the 1900 block of Broad Street, a residence in the 1000 block McTavish Street and a residence in the 700 block of Retallack Street. Quantities of drugs and cash were seized along with computer and phone equipment. Initially, the four were charged with Trafficking in a Controlled Substance. Continued investigation led to additional charges against three of the males for participation in a criminal organization and conspiracy to traffic drugs, with an additional charge of trafficking against the fourth accused.
Charged in this case are: 33 year-old Craig Elliot DELORME, DOB: 1978-07-17; 30 year-old Conway Harvey SAYER, DOB: 1981-10-24; 27 year-old Derek Ashley MUSQUA, DOB: 1984-05-14; and 28 year-old Thomas Adam STEVENSON. DELORME, SAYER and MUSQUA all reside inRegina; STEVENSON is from the Kamsack district. All four made a first court appearance inProvincial Courton Friday, March 3, 2012; each facing a single charge of Trafficking in a Controlled Substance (Cocaine) [CDSA 5(1)]. As of Monday, March 5, 2012, DELORME, SAYER and MUSQUA were also each charged with Participation in the Activities of a Criminal Organization [467.11 CC] and Conspiracy to Commit an Indictable Offence (traffic cocaine) [465 (1)(c) CC]. STEVENSON faces an additional charge of Trafficking in a Controlled Substance (Dilaudid) [CDSA 5(1)]. All four were inProvincial Courtat 2:00 p.m. on Monday, March 5, 2012. This investigation is ongoing with more charges anticipated.
The Combined Forces Special Enforcement Unit (CFSEUnit)Saskatchewanconsists of three (3) teams, located in Regina,Saskatoon and Prince Albert. The CFSEUnit is comprised of personnel from partner police services from Regina, Saskatoon, Prince Albert and the Royal Canadian Mounted Police who receive funding for resources and operations from the Government of Saskatchewan through the Ministry of Corrections, Public Safety and Policing. CFSEU’s primary mandate is to expose, investigate, prosecute, dismantle and disrupt organized crime enterprises. The CFSEUnit provides its police partners with experienced organized crime investigators and support staff which operate in a true team concept.
