A 36 year-old man and 31 year-old woman are facing charges following an incident that occurred Saturday evening.
At approximately 8:30 p.m. on Saturday, March 8, 2025, officers attempted a traffic stop on a suspicious vehicle in the area of Halifax Street and 2nd Avenue. While emergency lights were activated, the driver evaded police at a high rate of speed and no pursuit was attempted. Officers notified the Aerial Support Unit (ASU) and they began to track the vehicle from the air.
ASU followed the suspect vehicle onto the Regina Bypass, before continuing towards Balgonie. While nearing a residence, the vehicle began to slow down and a black bag was discarded out of the driver’s side window. ASU then observed the driver and a passenger get out of the vehicle and run towards the residence.
A short while later, officers including members of the RPS K9 Unit, the SWAT team, and the RCMP arrived on scene and were able to successfully track both suspects. The police dog bit the female suspect. The female was then taken into custody and transported to hospital, where she was treated for injuries. Further investigation revealed what appeared to be a firearm inside the discarded black bag.
As a result of this investigation, 36 year-old Kyle LOUBIER and 31 year-old Angella CHOUINARD, are jointly charged with:
- Unauthorized Possession of a Firearm [CC 91(1)];
- Unauthorized Possession in a Motor Vehicle [CC 94(1)];
- Possession of a Firearm Knowing its Unauthorized [CC 92(1)];
- Possession of a Weapon Obtained by Crime [CC 96(1)];
- Careless Storage of a Firearm [CC 86(2)]; and
- Possession of Property Obtained by Crime Over $5000 [CC 355(A)].
Kyle LOUBIER is also charged with:
- Possession of Firearm Contrary to Prohibition Order x3 [CC 117.01(1)];
- Failure to Comply with Conditions [CC 145(5)(A)];
- Flight from Peace Officer [CT 320.17]; and
- Operate Conveyance Dangerous to Public [CT 320.13(1)].
Angella CHOUINARD is also charged with:
- Possession of Firearm Contrary to Prohibition Order [CC 117.01(1)];
- X2 Failure to Comply with Probation Order [CC 733.1(1)]; and
- Obstructing a Peace Officer [CC 129(A)].
The accused made their first appearance on these charges in Regina Provincial Court this morning, March 10, 2025 at 9:30 a.m.
