Male Charged: Weapons Manufacturing

On February 10, 2022, the Regina Police Service Crime Reduction Team* (CRT) along with their partners at the Canada Border Services Agency (CBSA) concluded a two-month long investigation surrounding the illegal importation of prohibited devices into Canada.

Following a referral from the CBSA Vancouver International Mail Centre, RPS and CBSA investigators executed a search warrant in the 300 Block of Holland Avenue in Regina, taking a 58 year-old Regina male into custody.  During the search of the residence, investigators located 3D printers, Restricted and Non-Restricted Firearms, firearm parts, ammunition, prohibited weapons, prohibited devices, and 3D printed firearm components.

Fifty-eight year-old Scott Herbert LOVEDAY, of Regina, is charged with:

• Four (4) counts of Weapons Manufacturing, Sec. 99 CC;
• Seven (7) counts of Possession of a Prohibited or Restricted Weapon knowing its Possession was Unauthorized, Sec. 92(2) CC;
• Two (2) counts of Possession of Weapons for the Purpose of Trafficking, Sec. 100(1) CC;
• One (1) count of Possession of a Prohibited or Restricted Firearm with Ammunition, Sec. 95(1)(b) CC;
• One (1) count of Possession of a Firearm knowing its Possession is Unauthorized, Sec. 92(1) CC; and
• One (1) count of Importing a Prohibited Device knowing it is Unauthorized, Sec. 103 CC.

LOVEDAY made his first court appearance in Provincial Court on Friday, February 11, 2022.

Firearms in Canada are regulated by the Firearms Act and Part III of the Criminal Code.

In Canada, it is illegal to manufacture firearms without holding the proper firearms business licence approving them to do so. Under Section 2 of the Criminal Code, a gun’s lower assembly (receiver blank) is in itself considered a firearm and unauthorized individuals cannot manufacture them.
