On January 1, 2018, all municipal police agencies in Saskatchewan became subject to the provisions of LA FOIP, or Local Authority Freedom of Information and Protection of Privacy legislation. As a result, a full policy review to ensure compliance with LA FOIP was undertaken. On May 15, 2018, the Public Information and Media Relations Policy was amended, to ensure protection of personal privacy. This included a change in how we reported the names of victims of homicide. Where previously we had, in most cases, released the victim’s name, the new policy required a determination be made on a case-by-case basis. This change was challenged after the name of a victim of homicide was not released after an investigation on May 23, 2018. The Chief of Police consulted with the Office of the Information and Privacy Commissioner (OIPC), about the policy. On June 25, 2018, the OPIC provided a response which is incorporated into the report. Here are Chief Bray’s remarks in introducing this report to the Board of Police Commissioners on August 29, 2018.
