The answer to a 2016 homicide in Regina is “out there somewhere” and the Regina Police Service hopes to solve the murder, in this city, of a 27 year-old Edmonton man, by adding a cash incentive for information. The Regina Board of Police Commissioners has approved a $25,000 reward for information leading to the arrest and conviction of the person(s) responsible for the death of Abdisalam Dahir NUR, on August 5, 2016. Although the murder occurred in Regina, investigators believe there are people outside of Regina who have direct knowledge of the events leading up to NUR’s death.
This investigation began at about 5:15 p.m. on Friday, August 5, 2016, when police were dispatched to a house at 2065 McDonald Street, Regina, for a report of shots fired and the discovery of a deceased male. Through the course of this lengthy, complex investigation, detectives have learned that the deceased male, Abdisalam Dahir NUR; who had just recently arrived in Regina from Edmonton, Alberta; was involved in a violent drug network. The victim was also known by the names “Dame” or “Damien”. Witnesses at the time described seeing two unknown males fleeing from the back of the house, driving away in what was described as a red Jeep or SUV, possibly with an Alberta license plate.
Two members of the Regina Police Service Major Crimes Unit are actively investigating the murder of Abdisalam Dahir NUR. The investigators have followed up on every lead available to them and have exhausted several avenues of investigation. The investigators very strongly believe there are individuals who hold information about the events leading up to, and including, the murder of Abdisalam Dahir NUR. There is also a very strong possibility that these individuals do not live in Regina. For these reasons, the Regina Police Services requested that the Board of Police Commissioners authorize a $25,000 reward for information leading to an arrest and conviction in this case. The reward is extended to anyone who may have information leading to that successful conclusion.

The terms of eligibility for the reward are as follows:
– In order to qualify for the reward, the Regina Police Service requires persons to provide their name and address and a complete statement of their knowledge of the case to the investigators. They may be required to testify. No confidentiality can be offered.
– In the event of an arrest, you may choose to file a claim for the reward. If you do so, you must file a claim by letter addressed to the Chief of Police, 1717 Osler Street, Regina, Saskatchewan, S4P 3W3. You may choose to mail it via regular mail or courier. Please ensure you keep a dated copy of your claim letter and any receipts.
– Upon completion of the case in court where a conviction occurs, the Regina Police Service Board of Police Commissioners and the Chief of Police, at their sole discretion, will determine the portion of the reward to be paid to any claimant(s). Only persons who have filed a claim to the reward will be considered.
The offer of reward will expire on December 31, 2018.
