A 32 year-old Regina male is facing numerous criminal charges as the result of investigation into recent cases of Break & Enter and Theft. This individual was arrested after an unusual negotiation with police; the accused climbed a tree to avoid arrest and remained in the tree for hours before finally coming down.
On Wednesday, September 27, 2017, members of the Regina Police Service Property Crimes section were following a male, who was a suspect in a stolen auto incident. The male was on a bicycle at that point and, just before 11:45 a.m., police observed him cycling into the 700 block of Garnet Street. The suspect realized he was being followed and climbed a tree to avoid arrest. He refused to come down until about 4:30 p.m. when he was safely taken into custody. Investigation into this suspect’s activities led to charges in connection with the following incidents:
– Theft Under $5,000 – Aug. 28, 2017 – A bicycle was reported stolen from a yard in the 600 block of McCarthy Boulevard. The bicycle, with distinctive “fat” mud tires, was the bike recovered in the arrest of the male in the 700 block of Garnet Street.
– Break, Enter and Theft – Sept. 16, 2017 – Patrol units attended to a report of a Break and Enter at a business compound in the 2100 block of 1st Avenue. A vehicle was stolen as well as several miscellaneous tools.
– Break, Enter and Theft – Sept. 21, 2017 – police attended to a business in the 1100 block of St. John Street for a report of a Break and Enter. The suspect stole 500 cheques from the business. On the same date, a male signed off on one of the cheques, in an amount exceeding $1,000., at a local bank.
– Break, Enter and Theft/Mischief – Sept. 23, 2017 – Patrol members attended to an address on Hesse Bay for a reported Break and Enter. A quantity of cash and goods were taken from the business. A number of computers were damaged in the incident.
– Theft of Auto – Sept. 24, 2017 – Police responded to a report of a theft of a Ford F-150 truck, stolen from inside a shop in the 1200 block Toronto Street.
– Break and Enter – A staff member at a care home called to report an unknown male wandering through the building. The suspect is believed to have entered through an open window. The suspect was identified from surveillance video.
– Break and Enter – Sept. 26, 2017 – Police responded to a business Break and Enter in the 2300 block of 9th Avenue North.
– Theft Under $5,000 – Sept. 26, 2017 – A bicycle was stolen from the rear of a property in the 2300 block of 9th Avenue North. Suspect description was obtained.
– Break and Enter – Sept. 27, 2017 – Police responded to an audible alarm coming from a business in the 500 block of Broad Street. The suspect was observed driving away from the business in a truck. Numerous sets of vehicle keys were stolen from the business.
– Theft from Auto – Sept. 27, 2017 – A complainant reported his vehicle had been entered and several items, including a cell phone and keys were taken. This theft occurred on McMurchy Avenue.
– Possession of Stolen Property – Sept. 27, 2017 – Members of the Property Crime section were investigating an incident where individuals were trying to sell property believed to be stolen. The suspects left in a truck, also believed to be stolen. Property Crimes members located the truck, abandoned, and observed a male matching the suspect description on a bicycle. This male was eventually arrested, after a five hour negotiation, in the 700 block of Garnet Street.
The male was arrested for 20 property-related offences.
Thirty-two year-old Robin Ethan KAISWATUM, DOB: 1985-01-05, of Regina, is charged with the following:
– Possession of Property Obtained by Crime Over $5,000, [355(a) CC];
– Breach of Probation, [733.1(1) CC];
– 5 x Break, Enter and Commit Theft, [348(1)(b) CC];
– Break, Enter and Commit Mischief, [348(1)(b) CC];
– 5 x Possession of Property Obtained by Crime Under $5,000, [355(b) CC];
– 3 x Theft Under $5,000, [334(b) CC];
– Theft Over $5,000, [334(a) CC];
– 2 x Mischief Under $5,000, [430(4) CC]; and
– Resist Arrest, [129(a) CC].
KAISWATUM made his first court appearance on these charges in Provincial Court at 9:30 a.m. on Friday, September 29, 2017. Investigation into these, and other, matters is ongoing.
