On Wednesday, September 20, 2017, a Regina Police Service member discharged a CEW, commonly known as a Taser, in an arrest. This advisory is in keeping with the Regina Police Service’s commitment to notify the public each time a CEW is discharged against a person.
On September 20, 2017, at approximately 7:33 p.m., police attended to a business in the 300 block of McCarthy Boulevard North in response to an intoxicated male walking around the business carrying a knife. Upon arrival police encountered the male with the knife and police immediately challenged him however the male was non-compliant and refused to drop the knife. The police perceived the immediate need for control due to a high risk of death or serious bodily harm prompting one officer to deploy the CEW. The male dropped the knife and was safely taken into custody. The male was uninjured during the arrest however he was assessed by Emergency Medical Services (EMS) as a precaution.
The use of the CEW has been documented as per policy and will be reviewed by a Use of Force Committee – a committee within the Service. All uses of force are also reported to the Saskatchewan Police Commission – an oversight body independent of the Regina Police Service.
Thirty-Eight year old Clayton KINEQUON (DOB: 1979-03-11) of Regina is charged with:
- Carry a weapon dangerous to the public (Section 88, CC).
KINEQUON was released on an Officer Undertaking to appear in Provincial Court at 9:30 a.m. on November 2nd, 2017.
