At the December 2014 meeting of the Regina Board of Police Commissioners, Deputy Chief Dean Rae and Chief Troy Hagen introduced the Service’s new 2015-2018 Strategic Plan. The Saskatchewan Police Commission Policy Manual mandates that police services must have a strategic business plan and the means of measuring performance. The strategic business plan should:
- articulate the organizational strategy of the police strategy of the police service; and
- include performance measurement.

The 2015-2018 Strategic Plan articulates; for the community, partners and police members; the mission, vision and values that shape the Service’s organizational culture, direct its actions and define its character. It also guides the Service’s efforts through an overarching framework supported by annual business plans that define and evaluate day-to-day progress toward stated goals.
