Under the authority of, and pursuant to, the Saskatchewan Public Disclosure Act, the Regina Police Service is advising the public that a male, who is considered to be a high risk to reoffend sexually and/or violently, is now residing in Regina. THIS INFORMATION IS INTENDED TO ENABLE MEMBERS OF THE PUBLIC TO TAKE SUITABLE PREVENTATIVE MEASURES, NOT TO EMBARK UPON ANY FORM OF VIGILANTISM OR OTHER UNREASONABLE CONDUCT DIRECTED AT THIS INDIVIDUAL.
Richard James TOUTSAINT, DOB: 1971-08-21, is described as male, Aboriginal, 43 years old, approximately 5’ 9” tall, weighing about 161 pounds, with black hair and brown eyes. TOUTSAINT has numerous tattoos on his arms and shoulders including: a demon and flames on the right upper arm; a skull and snake on the right forearm; a skull on the right hand; a devil and lady on the left upper arm; roses, a dagger and skulls on the left forearm; an iron cross on the left hand; a chain on both right and left wrists, and a the image of a nude female on his shoulders. TOUTSAINT also has a 3” burn scar on his left arm. A brief description of TOUTSAINT’s offending behaviour is as follows: Richard James TOUTSAINT has a lengthy criminal history which includes property crime, substance abuse, sexual offences and the commission of violent offences involving the use or threat of use of weapons, against adult males and females and children with whom he comes into contact.
Richard James TOUTSAINT is bound by the following conditions:
- That he shall not consume, purchase or possess alcohol;
- That he shall not consume, purchase or possess drugs other than prescribed medication taken as prescribed and over-the-counter drugs taken as recommended by the manufacturer;
- That he follow psychiatric treatment to be arranged by his parole supervisor;
- That he follow a treatment plan or program to be arranged by his parole supervisor in the area of mental health;
- That he reside at a Community Correctional Centre or Community Residential Facility until warrant expiry date;
- That he follow the rules and regulations of the residential facility; and
- That he take prescribed medication as directed by a health-care practitioner.
At this time, Richard James TOUTSAINT will reside in the Heritage neighbourhood of Regina in a residence that provides supervision and monitoring of his activities.
