As the result of two separate investigations, two civilian employees of the Regina Police Service have been charged with Theft. The employment of each of these individuals has been terminated. The two incidents are not related to one another. Both incidents are alleged to have occurred while the employees were at work. This notice is being issued in accordance with past practice of the Regina Police Service, consistent with the Service’s commitment to public accountability.
In the first incident: on December 10, 2012, the Regina Police Service received an allegation from a member of the public that someone had stolen money from him while he was in police custody. The victim is an 18 year-old male, who was taken into custody on December 8, 2012, and lodged in detention for one night. When this individual was released, he indicated a sum of money was missing from his possessions, which prompted an investigation. As the result of this investigation a 25 year-old female, who is a four-year, civilian employee in the Detention area, was charged with Theft Under $5,000.
Twenty-five year old Chantel Nicole FAYANT, DOB: 1987-04-21, of Regina, is charged with Theft Under $5,000, contrary to section 334(b) of the Criminal Code. FAYANT will make her first court appearance in Provincial Court on January 9, 2013 at 9:30 a.m. As indicated, FAYANT’s employment with the Regina Police Service has been terminated.
In the second incident: on December 11, 2013, it came to the attention of the Financial Services Section of the Police Service that there was some discrepancy in the accounting for a particular unit, which processes criminal record checks. Criminal record checks for volunteers are done free of charge, but in cases where the individual is seeking a criminal record check as a requirement of employment (for example), there is a fee collected. Money collected is reconciled each day and sent to Financial Services to be remitted to the City. It was alleged that money collected for a number of record checks was not remitted. An investigation resulted which focused on the activities of an employee in the Financial Services section. As a result of that investigation, a 35 year-old female, who is a four-year, civilian employee with the Police Service, was charged with Theft Over $5,000.
Thirty-five year-old Chrysta Marie GARNER, DOB: 1976-12-20, of Regina, has been charged with Theft Over $5,000, contrary to section 334(a) of the Criminal Code. GARNER will make her first court appearance in Provincial Court on January 17, 2013 at 9:30 a.m. As indicated, GARNER’s employment with the Regina Police Service has been terminated.
