VICTIM OF SEPTEMBER 5, 2011 HOUSE FIRE DIES IN HOSPITAL

The Regina Police Service, working in partnership with the Regina Fire Department and the Office of the Chief Coroner, is investigating a suspicious death.

On Monday, September 5, 2011, three homes caught on fire in the 1100 block of Robinson Street. Two people were taken to hospital; one has been released, and the second, a 52 year-old male, from Regina, died on September 27, 2011. An autopsy has been completed by the Office of the Chief Coroner. The Regina Police Service is treating the death and the house fires as suspicious. The investigation is continuing.

SLOW TO 60KM WHEN REQUIRED BY LAW


The Regina Police Service is reminding motorists of the provisions in the Traffic Safety Act which require motorists to slow down to 60 km/hr when passing emergency vehicles with emergency lights in operation. Regina Police, along with RCMP members will be conducting targeted enforcement today: Wednesday, September 28, 2011 on Regina's Ring Road. Details requiring motorists to slow to 60 km/h for emergency vehicles (on roadways where the posted speed limit is greater than 60 km/hr) can be found in Section 204(1) of the province's Traffic Safety Act.

Motorists are reminded that, even though road conditions are generally good at this time of year, they still need to be on the lookout for emergency vehicles and adjust their speed as required by law. Drivers should remember:

- Emergency lights are often the first sign of a problem. Watch for the red/blue/white lights of police vehicles (but also pay attention to the flashing amber lights of tow trucks or construction crews, re: Sections 203-205, Traffic Safety Act.).
- Be on the lookout for police officers and other emergency responders who may be out of their vehicles and dealing with a situation on foot.
- Start slowing down well in advance of the scene,
- Expect that others will have reduced their speed and prepare to come up on slower-moving traffic,
- Anticipate possible lane obstructions and the need to merge lanes.
The fines for failing to slow to 60 km/hr (as per Section 204(1) of the Traffic Safety Act) start at $210.00 and increase two dollars for every kilometer over the 60 km/hr requirement.

The Regina Police Service reminds motorists everyone can contribute to safety on our roadways. Good driving skills include following other traffic at a safe distance, and slowing down to 60 km/hr or less when passing emergency responders with emergency lights activated.

FOUR CHARGED: POSESSION OF STOLEN AUTO

Four individuals: a 14 year-old female and three males ages 16, 17 and 18 are facing charges in connection with the recovery of two stolen vehicles yesterday in Regina.
 On Monday, September 26, 2011, at about 12:12 p.m., police were dispatched to the area of the 4600 block of Malcolm Drive for a report of an auto theft in progress.  As one police unit arrived to gather information, a canine officer dispatched to the same call located the vehicle, a Mazda 3, at Hames Crescent and Malcolm Drive.  Two suspects were trying to use the Mazda 3 to boost another vehicle, a Mazda Tribute.  Two other suspects were sitting in the back seat of the Mazda 3.  Police investigation confirmed the Mazda Tribute to be a stolen vehicle as well.  One of the suspects was found to be in possession of the controlled substance, methamphetamine.   The four were subsequently charged in connection with these events.
 Three of the accused are under 18 and cannot be named in accordance with the provisions of the Youth Criminal Justice Act.  All are charged with two counts of Possession of Stolen Property over $5,000. [355(a) CC].  The 14 year-old female is also charged with a Breach of Undertaking and the 17 year-old male is charged with Possession of Controlled Substance [4(1) CDSA].  The three youths appeared in Youth Court at 9:30 a.m. on Tuesday, September 27, 2011.  The 18 year-old is Chase Abraham PAUL, DOB: 1993-04-16, of Regina, who is facing two charges of Possession of Stolen Property over $5,000. [355(a) CC] and a breach of court ordered conditions.  PAUL made his court appearance in Provincial Court at 2:00 p.m. today, Tuesday, September 27, 2011.

SECOND YOUTH CHARGED IN BEAR SPRAY ROBBERIES

A second male youth, 14 years old, has been charged in connection with recent street robberies involving the use of bear spray.  (A 13 year-old male youth has already been charged in connection with the same incidents.)

The robberies occurred the evening of September 17, 2011.  At about 5:20 p.m., a group of males, believed to be approximately 14-16 years old, approached three 17 year-old males near Elphinstone and 5th Avenue. The three male victims were sprayed with bear spray and had their bikes taken.   At about 7:10 p.m., a 13 year-old male was riding his bike at 8th Avenue and Princess Street when he was approached by a group of males and threatened with bear spray.  He also had his bike taken. At approximately 8:41 p.m., a 20 year-old male victim was working on his vehicle in the lane behind the 2100 block of Reynolds Street when he was approached by a group of males.  They demanded money and attempted to spray the victim with bear spray before fleeing down the lane.

As a result of investigation, the 14 year-old male faces numerous charges in connection with these incidents.  The youth cannot be named under the provisions of the Youth Criminal Justice Act.  He is charged with two charges of Robbery with an Offensive Weapon [343(d) CC]; Robbery causing Bodily Harm with Intent to Steal [343(c) CC]; Mischief under $5,000 [430(4) CC] and two breaches under the Youth Criminal Justice Act.  The accused made his first court appearance on these charges in Youth Court today, September 27, 2011, at 9:30 a.m.

The investigation into these incidents is ongoing.

WARRANT ISSUED IN BANK ROBBERY

A 27 year-old Regina male is the subject of a Saskatchewan-wide Warrant of Arrest following the investigation into a recent robbery in Regina.  On September 20, 2011, at approximately 2:14 p.m., police were dispatched to the 2900 block of 13th Avenue for a report of a robbery at a financial institution.  Preliminary investigation indicates a lone male entered the premises and demanded money from one of the employees.  The suspect obtained an undisclosed amount of cash and fled eastbound on foot.  No one was physically injured in this incident.
 As the result of investigation into this incident, the Regina Police Service has charged 27 year-old Marshall James LUCAS, DOB: 1984-07-29, of Regina, with Robbery [343(a) CC].  As attempts to locate LUCAS have been unsuccessful, police have requested a warrant for his arrest. 
 Twenty-seven year-old Marshall James LUCAS is described as male, Caucasian, approximately 6’ tall, weighing about 161 pounds, thin build, with light brown hair, brown eyes and piercings in both ears.  LUCAS may be operating a brown, 1996 Ford Taurus, four-door model, with Saskatchewan license 161-HUM.

MALE CHARGED IN WEEKEND ROBBERY

A 32 year-old male, of no fixed address, has been arrested and charged in connection with a weekend robbery of a service station convenience store.

On Saturday, September 24, 2011, at approximately 3:48 a.m., police were dispatched to the 4000 block of Albert Street for a report of a robbery in progress at a convenience store. Preliminary investigation indicated a male suspect entered the business and threatened the 23 year-old male employee with a syringe. The suspect demanded and received cash and then fled on foot. A check of the area with canine failed to locate the suspect. The employee was not physically harmed in the incident. Hours later, that same day, at about 1:10 p.m., a police officer in the area of 4th Avenue and Retallack Street was approached by a male who was disoriented and possibly intoxicated. Before the male could be calmed down, he fled from the officer but was located a short distance away. It was discovered the male was the subject of outstanding warrants, so he was taken into custody and transported to hospital for an assessment of his condition. Further investigation led to evidence that this male was involved in the robbery in the 4000 block of Albert Street and the appropriate charge was laid.

Thirty-two year-old Matthew Christopher HAMM, DOB: 1979-02-27, of no fixed address, is charged with Robbery with an Offensive Weapon [343(d) CC]. HAMM made his first court appearance in Provincial Court at 9:30 a.m. on Monday, September 26, 2011.

ADVISORY – PARADE ON ALBERT STREET TODAY

The Regina Police Service wishes to advise the media and the public of an event today – Monday, September 26th – which may affect vehicle traffic flow on Albert Street.

The Police Service is providing traffic support for a First Nations Day of Action event, sponsored by the Federation of Saskatchewan Indian Nations. This walk, which is expected to involve between 500 – 1000 people, will start at the Creeland Mini-Mart at 1101 Angus Street, at 11:00 a.m. today. The walkers will proceed south on Albert Street to the Legislature for a rally at approximately 12:00 noon.

The Regina Police Service would like to remind motorists to be aware of this event and to choose an alternate route, if possible. Motorists who are travelling on Albert Street, between the hours of 11:00 a.m. and 12:00 noon, particularly south-bound drivers, are asked to follow the instructions of police officers directing traffic flow. Please be patient and keep in mind the safety of all users of the roadway. Thank you for your co-operation in this matter.

REQUEST ASSISTANCE - ROBBERY

The Regina Police Service is asking for information from the public that could assist in its investigation into the robbery of a financial institution that occurred shortly after 2 pm today, Tuesday, September 20, 2011.

At approximately 2:14 pm police were dispatched to the 2900 block of 13th Avenue for a report of a robbery at a financial institution. Preliminary investigation indicates a lone male entered the premises and demanded money from one of the employees. The male suspect is described as Caucasian, tall with a slim build, wearing a dark hooded sweatshirt. The suspect obtained an undisclosed amount of cash and fled eastbound on foot. No one was physically injured in this incident.

ADVISORY: URBAN TACTICAL TRAINING

The Regina Police Service wishes to advise the media and members of the public of a training session for the Regina Police Service Emergency Services Teams, taking place on Wednesday, September 21, 2011, from approximately 9:00 a.m. to approximately 3:00 p.m. in the 5000 block of Wascana Parkway.

This training session is part of Emergency Services regular monthly training and will involve members of the Crisis Negotiators and Special Weapons and Tactics (SWAT) teams and Explosives Disposal Unit. People will be able to carry on with their daily activities; however, they will notice police members in regular tactical attire as well as a number of police vehicles in the immediate area. There is no cause for concern, as this is a training exercise only. There will be no ammunition involved in this exercise.

MORE CHARGES FOR CRAVEN AREA MALE


A 32 year-old male from the Craven district, already facing charges in connection with the September 6th robberies of two Regina businesses, is now facing numerous additional charges in connection with a series of auto thefts and commercial robberies. Among them:

- On July 13, 2011, a white 1992 Olds Delta was stolen from the 2200 block Hamilton Street and used in the robbery of a store in the 2100 block of Grant Road;

- On July 16, 2011, a red 1992 Plymouth Sundance was stolen from the 2500 block 11th Ave and used in the robbery of a store in the 3000 block 13th Avenue. Patrol units attempted to conduct a traffic stop on the vehicle but it evaded police;

- On July 23, 2011, a blue 1993 Plymouth Voyager van was stolen from the 2700 block of 12th Avenue and used in the robbery of a store in the 4300 block of Dewdney Ave;

- On August 28, 2011, a red 1991 Dodge Spirit was stolen from the 1700 block of Dewdney Ave East and used in the robbery of a store in the 1100 block of North Devonshire Blvd;

- On August 31, 2011, a grey 1993 Plymouth Voyager van was stolen from the 5300 block of Boswell Crescent; on September 2nd, police saw the vehicle, with two occupants, and tried to conduct a traffic stop but the driver began to drive dangerously, exceeding speed limits, disobeying traffic lights and traffic signs. The vehicle evaded police.

- On September 2, 2011, a brown 1991 Chrysler Dynasty was stolen from the 900 block of Grey Street;

- On September 6, 2011, a white 1995 Dodge Caravan was stolen from the 3000 block of Gordon Rd and used in the robbery of a store in the 2700 block of Montague Street and in the robbery of a store in the 500 block of Broad Street. (The charges in connection with this event were made public in a news release issued on September 9, 2011.)
Investigation into these and other incidents led to charges against a 32 year-old male.

Thirty two year-old Daniel Joseph PAPEQUASH, DOB: 1979-06-29, of the Craven District appeared in court today, Friday, September 16, 2011, on a total of 46 charges in connection with 30 incidents. The charges are mainly related to theft of auto, possession of stolen property, robbery and wearing a disguise with intent to commit an indictable offence.

UPDATE: SUSPICIOUS FIRE

 

The Regina Police Service has all but completed its investigation into a suspicious fire at a high school in the 400 block of Fines Drive yesterday, Thursday, September 15, 2011, with the conclusion that the fire was started by two children under the age of 12.

Police were dispatched to the 400 block of Fines Drives at about 4:32 p.m. Thursday, September 15, 2011 to assist Regina Fire and Protective Services, initially by providing traffic control to firefighters at the scene. At the point where the investigation supported the theory that the fire may have been deliberately set, the Regina Police Service assigned an arson investigator and the investigation became a criminal investigation.

The children are too young to be charged criminally in connection with this event. The matter has been referred to the Ministry of Social Services for follow-up. In addition Regina Fire and Protective Services will provide an education component for the children.

FIRE CONSIDERED SUSPICIOUS


The Regina Police Service has assigned an arson investigator to the case of a fire at a high school in the 400 block of Fines Drive yesterday, Thursday, September 15, 2011. The arson investigator and members of the Forensic Identification Unit, are working in conjunction with Regina Fire and Protective Services, to investigate what is being called a suspicious fire.

Police were dispatched to the 400 block of Fines Drives at about 4:32 p.m. Thursday, September 15, 2011 to assist Regina Fire and Protective Services, initially by providing traffic control to firefighters at the scene. At the point where the investigation supported the theory that the fire may have been deliberately set, the Regina Police Service assigned an arson investigator and the investigation became a criminal investigation.
At this early stage in this investigation, there are no other details for release. Anyone with information that could assist in this case is asked to contact the Regina Police Service at 777-6500 or call Crime Stoppers at 1-800-222-8477 (TIPS).

OVERNIGHT ARRESTS & CHARGES


The Regina Police Service has charged a 30 year-old male with two robberies in connection with overnight incidents. In an unrelated event, police have also charged a 38 year-old male in connection with a break and enter.

The robberies are alleged to have occurred around 12:30 a.m. on Tuesday, September 13, 2011, in the 1100 block of Kramer Boulevard. It's alleged a male approached a 21 year-old male outside a business and attempted to rob him of his wallet. The victim refused and the male suspect then approached another male, a 20 year-old and made the same demand for money. It's alleged the suspect assaulted each of the victims. Police arrived and located a 30 year-old male, matching the description of the suspect, in the area. Further investigation led to charges in connection with these incidents. Thirty year-old Richard Stephen MOSSIP, DOB: 1981-08-14, of Regina, is facing two charges of Robbery Causing Bodily Harm with Intent to Steal [343(c) CC].

In the other incident: at about 1:54 a.m. on Tuesday, September 13, 2011, police were dispatched to a break and enter in progress in the 2100 block of Rose Street. Preliminary investigation indicated a male had broken into a garage, removed property and fled on foot. Police located a 38 year-old male, matching the suspect description, a short distance away. Further investigation led to charges against this individual. Thirty-eight year-old Martin Dane McBRIDE, DOB: 1973-11-06, of Regina, is charged with Break and Enter [348(1)(b) CC] and Possession of Stolen Property under $5000 [355(b)(i) CC].
Both accused will make their first court appearances in Provincial Court on Tuesday, September 13, 2011 at 2:00 p.m.

TRIO ARRESTED IN EARLY MORNING B&E'S


Three persons, two males and a female, are facing numerous charges in connection to three early-morning Break & Enters in Regina's downtown and south end today, September 12, 2011.

At approximately 3:00 a.m. on Monday, September 12, 2011, police were called to a report of a Break and Enter in progress at a business in the 1300 block of 23rd Avenue. Preliminary investigation indicated two businesses in a shopping centre had been entered unlawfully. Based on information in the call, police were able to identify a suspect vehicle, which was stopped a short time later, without incident, in the 1800 block of 23rd Avenue. Three persons, two males and a female, were taken into custody. Further investigation into this event linked these suspects to another Break and Enter that had taken place only about a half hour earlier. In that case, police were dispatched to a business in the 2100 block of 11th Avenue in downtown Regina as the result of an alarm. Police used canine to try to establish a track but were unable to locate suspects at, or near, that scene. The combined investigations led to each of the three persons being charged with six Criminal Code charges and one each under the controlled Drugs and Substances Act (CDSA).

Charged in this case are: 43 year-old Myron Allan BUNDUS, DOB: 1968-05-14, 54 year-old Laura Edna GYLES, DOB: 1957-09-06 and 49 year-old David Anthony SOUCY, DOB: 1962-04-05. Each is facing seven charges: three charges of Break and Enter [348(1)(b) CC]; two charges of Possession of Stolen Property Under $5,000 [355(b)(i) CC]; one Theft Under $5,000 [334(b) CC] and one Possession of a Controlled Substance [4(1) CDSA]. The three accused made their first court appearance on these charges in Provincial Court at 9:30 a.m. today, September 12, 2011.

MALE MISSING – PRESUMED DROWNED

The search continues for a 47 year-old male missing and presumed drowned in Wascana Lake today, Saturday, September 10, 2011. At the time of this release, members of the Regina Police Service Underwater Investigation and Recovery, supported by Regina Fire and Protective Services and EMS, are conducting a search in Wascana Lake, just east of the Albert Street Bridge. Divers will continue to search for the man today until they can no longer dive safely. There will be an assessment done in the morning to decide on resources required and the best course of action for the search and investigation tomorrow.

At about 1:12 p.m. on Saturday, September 10, 2011, police received a phone call reporting that a man, who'd gone swimming in Wascana Lake, could not be found. Police, Fire and EMS all responded to the scene. Efforts to locate the male included an area search; on water by Regina Fire and Protective Services; and by police in the park, but the male is still missing and, now, presumed drowned. The police Underwater Investigation and Recovery Team is now searching underwater for the missing man.
Police have spoken with a number of people who were in the park this afternoon, but, recognizing that there are many runners, walkers, cyclists and families in Wascana Centre everyday, police are asking anyone who may have information to add to this investigation to contact the Regina Police Service at 777-6500.

FOUR FEMALES CHARGED IN OVERNIGHT ARSONS

Four young persons, all females, are jointly charged with six charges of arson, following police investigation into a number of fires, believed to have been set deliberately overnight. Three of the girls are fifteen years old; one is sixteen.

Police were dispatched, at midnight Friday, September 9, 2011, for a report of a garbage bin fire in the 2000 block of Edgar Street. As the officers arrived, they observed both a garage, at mid-block, with smoke starting to billow out of the doors and a garbage bin on fire at the north end of the same block. The patrol member requested additional resources including Regina Fire and Protective Services and began investigation into the incident. Further investigation led to the discovery of four other fires and an attempted arson. The locations of all seven incidents are as follows:
1) Garage in 2000 block of Edgar St. – structure and contents destroyed.
2) Garbage bin in 2000 block of Edgar St.,
3) Garage in 2200 block Reynolds St. – extensive damage to structure and vehicles.
4) Garbage bin in 2200 block Reynolds St.,
5) Garbage bin in 2100 block Reynolds St.,
6) Mattress in rear yard of property on 2300 block Reynolds St.,
7) Attempt arson of garage in 2100 block Atkinson St.

Police located and arrested a 16 year-old female in the garage on Atkinson Street. Further investigation led to the identification of three other female suspects; all four females were subsequently jointly charged with offences in relation to these incidents. The original damage estimate was set at 30-thousand dollars. That has since been revised to 90-thousand dollars. Fortunately, there were no injuries reported as a result of these incidents.

The four females cannot be named in accordance with the provisions of the Youth Criminal Justice Act. They are jointly charged with six charges of Arson [434 CC] and one charge of Break and Enter with Intent to Commit Arson [348(1)(a)CC]. The four made their first court appearances on these charges in Youth Court today, Friday, September 9, 2011, at 2:00 p.m.

TWO CHARGED IN ROBBERIES


A 25 year-old female and a 32 year-old male, from the Craven district, are facing numerous charges related to two recent robberies of convenience stores in Regina.

The robberies occurred on Tuesday, September 7, 2011. In the first incident, police were dispatched to a convenience store in the 2700 block Montague Street, for a report of a robbery. A lone male armed with a knife, approached the employee on duty and demanded cash and products and then fled. Police, including a member of the canine unit, did an area check, but did not locate the suspect. A few hours later, at about 3:12 a.m., police were dispatched to a convenience store robbery in the 500 block of Broad Street. Preliminary investigation indicated a male, armed with a knife approached an employee and demanded cash and product. The male fled in the white van. In both cases, the description of the male suspect was similar: about 5' 10" tall, wearing a dark hooded sweatshirt. The store employees in these incidents were not physically harmed. Investigation led to identification of two possible suspects, who were located and arrested on outstanding warrants the evening of September 7, 2011. Subsequent investigation, including the execution of a search warrant on a suspect vehicle, led to numerous charges against two individuals. Investigation into these and other recent matters is continuing.

Twenty-five year-old Courtney Lvella ALEXSON, DOB: 1986-06-26, and 32 year-old Daniel Joseph PAPEQUASH, DOB: 1979-06-29, are each facing two charges of Robbery [343(d) CC], two charges of Possession of Stolen Property under $5,000 [355(b) CC] and two charges of Wearing a Disguise With Intent to Commit an Indictable Offence [351(2) CC]. In addition, PAPEQUASH is facing an additional charge of Possession of Stolen Property under $5,000, and Fraud under $5,000 [380(1)(b) CC]. Both ALEXSON and PAPEQUASH made their first court appearances on these charges in Provincial Court at 9:30 a.m. today, September 9, 2011.

NAME RELEASE IN SUDDEN DEATH


The Regina Police Service is releasing the name of the deceased from the sudden death investigation.

At approximately 12:09 p.m. on Sunday, September 4, 2011, police received a call reporting that there was an unknown male, lying motionless in a back yard in the 1600 block of Toronto Street. Information received suggested that the caller believed the male may be deceased. Police and EMS attended and confirmed discovery of a deceased adult male, 43 year old Seydou Camara, of Regina. A Coroner was requested, along with investigators from the Forensic Identification and Major Crimes sections. The scene was secured by patrol members.
The Regina Police Service is working in conjunction with the Office of the Chief Coroner to determine the circumstances of this man's death, the investigation is continuing. A 40 year-old Fergus Standingready (1970/09/08) has been charged with Aggravated Assault and made his first court appearance on Tuesday, September 6, 2011. REGINA POLICE - SUDDEN DEATH INVESTIGATION


The Regina Police Service has charged a male in relation to an investigation into the sudden death of a 43 year old Regina male discovered yesterday in the 1600 block of Toronto Street.

Charged is 40 year old Fergus Standingready (1970/09/08). Mr. Standingready has been charged with Aggravated Assault. This investigation is ongoing and more charges are pending the results of an autopsy. The victim's identity is not yet released pending notification of next of kin.

Mr. Standingready will make his first court appearance on Tuesday, September 6th/2011 at 0930 hrs.

POLICE INVESTIGATING SUDDEN DEATH

The Regina Police Service is investigating a sudden death after the discovery, Sunday, September 4, 2011, of a deceased adult male in the 1600 block of Toronto Street.

At approximately 12:09 p.m. on Sunday, September 4, 2011, police received a call reporting that there was an unknown male, lying motionless in a back yard in the 1600 block of Toronto Street. Information received suggested that the caller believed the male may be deceased. Police and EMS attended and confirmed discovery of a deceased adult male. A Coroner was requested, along with investigators from the Forensic Identification and Major Crimes sections. The scene was secured by patrol members.

At this early stage in the investigation, it is not clear how the male died. His identity has been confirmed, but police have not yet completed notification of his next-of-kin. The deceased is a 43 year-old Regina male. The Regina Police Service will work in conjunction with the Office of the Chief Coroner to determine the circumstances of this man's death. REGINA POLICE INVESTIGATE SHOOTING

The Regina Police Service has charged a male in a shooting incident which occurred at approximately 8:20 pm on Friday, September 2, 2011 in the 1000 block of Wallace Street.

Charged is 18 year old Nayo FOX (1992/10/05). Mr. Fox has been charged with Attempt Murder and Assault with a Weapon. Investigation is ongoing and more charges are pending. There were two victims in this incident, one has been released from hospital and the other remains in hospital in stable condition.

Mr. Fox will make his first court appearance on Tuesday, September 6th/2011 at 0930 hrs.

REGINA POLICE INVESTIGATE SHOOTING

The Regina Police Service is investigating a shooting incident which occurred at approximately 8:20 pm on Friday, September 2, 2011 in the 1000 block of Wallace Street.

At approximately 8:20 pm, police were dispatched to a report of a shooting. Two males have been transported to hospital; one with life threatening injuries, the second with non-life threatening injuries. Both men appear to have injuries related to a firearm. Police are on-scene and will have the area of 1000 block Wallace blocked off while the investigation continues. There is no other information to be released at this time.

REQUEST PUBLIC ASSISTANCE - KENNETH DAIGNEAULT HOMICIDE

The Regina Police Service is requesting the public's help in assisting with the unsolved homicide of Mr. Kenneth Daigneault.
Police were called at approximately 9:44 a.m. on Sunday, October 17, 2010, to the area of McKinley Avenue and Elphinstone Street. The call came from employees of C-N Rail, who were aboard an engine travelling through the area. The employees stopped the engine when they saw a person lying beside the tracks, motionless. Police and EMS attended and confirmed an adult male deceased at the scene. The deceased was identified as a 51 year-old Mr. Kenneth Gerald Daigneault (DOB: 1959-08-23). To date, the case remains unsolved.
A video of Mr. Daigneault is being released on the Regina Police Service YouTube channel at youtube.com/reginapoliceservice. The video shows Mr. Daigneault a week before his death at a business on Albert Street. The video is being posted in the hopes that someone might recognize Mr. Daigneault and come forward with information that is helpful to our investigation. TRAFFIC FOCUS OF THE MONTH

During the month of September, Regina Police Service members will be directing attention to traffic offences in school zones and playground areas, with particular emphasis on speeding violations.

As part of Traffic Focus of the Month, strategic enforcement initiatives targeting school zone offences will be conducted the entire month of September. Motorists are reminded to pay renewed attention to school zones. Police officers will be enforcing speed limits in school zones, and remind motorists that school and playground speed limits of 40 km/h, are in effect from 8:00 am till 10:00 pm seven days a week. Motorists are asked to consider that for every kilometer over the speed limit a vehicle travels: stopping distances increase, reaction time (the time to avoid a collision) decreases and likelihood of serious injury or death in a pedestrian collision increases. Chances of pedestrian fatality double when the vehicle speed is increased from 40 km/h to 50 km/h. Most children know about crosswalk safety, but motorists should remember that children may be distracted by friends and the day's events.

The fine for speeding in school zones starts at $190.00 and increases depending on the violator's speed. The Regina Police Service commends those motorists who practice safe driving habits and encourages all drivers to respect the rules of the road. Remember, being more cautious, obeying all traffic laws and being a safe, courteous driver, will enhance the safety of our children and make Regina a safer community for all.
