The Regina Police Service is warning the public of fraudulent telephone solicitation of anti-virus software for computers. In this scheme, the victim receives a telephone call stating that the victim's computer is running slow or has a virus and that the caller has been made aware of this problem through Microsoft. The caller then instructs the victim that he/she can fix the computer over the Internet with installation of software. The victim pays for the software with a credit card and often times the software allows for remote access of a computer, providing the fraudster with access to sensitive information. Other variations of this scam involve the victim responding to pop-up ads offering anti-virus software.
To protect yourself, the Regina Police Service recommends being aware of unsolicited calls representing computer companies, callers requesting access to your computer, urgent solicitations indicating a threat to your computer and credit card charges from foreign banks.
If you think you have been a victim of this crime, get your computer checked out by a professional company for any viruses or malware that may be installed on it. Also, the victim can check with their credit card company for possible reimbursement from fraud.
Regina Police Service would like to remind the public to never give out personal information, such as credit card numbers, to a company that they have not initiated the contact with. If you receive a call like the one described above, simply hang up. Report all incidents to the Regina Police Service at 777-6500 or Crime Stoppers at 1-800-222-8477.

THIS INFORMATION IS INTENDED TO ENABLE MEMBERS OF THE PUBLIC TO TAKE SUITABLE PREVENTATIVE MEASURES, NOT TO EMBARK UPON ANY FORM OF VIGILANTISM OR OTHER UNREASONABLE CONDUCT DIRECTED AT THIS INDIVIDUAL.
Bradley Joseph COURNOYER, DOB: 1972-08-27, is described as male, Caucasian, 39 years old, approximately 6' 3" tall, weighing about 250 pounds, with brown hair and brown eyes. COURNOYER wears wire-rimmed glasses. He is also described as having a ½" scar on his forehead and numerous tattoos on his arms, chest, shoulders and right thigh. These include a yin/yang symbol on his left wrist; a cartoon devil, the letters "FTW" and a leopard on his right forearm and a skull on his chest. A brief description of COURNOYER's offending behaviour is as follows: Bradley Joseph COURNOYER has a history of committing sexual offences against both male and female children between the ages of infancy and 12 years with whom he is in a position of trust. He has been known to establish relationships with the parents of young children in order to gain access to his victims.
Bradley Joseph COURNOYER is bound by the following conditions, which require that he:
1) Return to his residence nightly;
2) Have no contact, direct or indirect, with any children under 18 unless supervised by a responsible adult, pre-approved by his parole officer;
3) Not attend places where children under the age of 18 would reasonably be expected to congregate, including but not limited to schools, playgrounds, parks, video arcades, public recreation centres, child care facilities, malls, community centres, restaurants and churches;
4) Have no direct or indirect contact with any of his past victims;
5) Not own possess or be in a location where sexually explicit materials are found, including but not limited to print, video/DVD, and/or digital images available through the internet;
6) Reside at a community correctional centre/community residential facility;
7) Report all relationships and acquaintances with females and males to his parole officer;
8) Not use, or be in possession of, any electronic device not previously approved by his parole officer;
9) Be within sight and sound of an individual pre-approved by his parole officer at all times when he is authorized to be absent from the community correctional centre/community residential facility.
At this time, Bradley Joseph COURNOYER will reside in the Heritage neighbourhood of Regina in a residence that provides supervision and monitoring of his activities.

A 26 year-old Regina male is facing a number of charges after a domestic-related incident, last Friday evening, involving a rifle.
On Friday, November 25, 2011, at approximately 7:25 p.m., the Regina Police Service dispatched officers to a house in the 2400 block of Elliot Street after a report of an assault with a firearm against a 25 year-old female. The victim was en route to the hospital and alleged that the male suspect had struck her with the firearm and uttered threats against her. Officers accompanied the victim to hospital for treatment of her injuries and to further investigate the incident, while other police officers went to the house on the 2400 block of Elliot Street. Police were able to apprehend the male suspect without incident and recovered a rifle in a bag in the house. The subsequent investigation led to charges against the male suspect.
Twenty-six year-old Franklin Scott BARON, DOB: 1985-07-25, of Regina is charged with:
- Uttering Threats, contrary to section 264.1(1)(a) of the Criminal Code;
- Assault with a Weapon [267(a) CC];
- Possession of a Firearm Contrary to Order [117.01(1) CC];
- Pointing a Firearm [87 CC]; and
- Careless Use of a Firearm [86(1) CC].
BARON will make his first court appearance on these charges in Provincial Court at 9:30 a.m. on Monday, November 28, 2011.

The Regina Police Service is requesting the assistance of the public in identifying the person or persons involved in a number of recent Theft from Auto in the city. Since October 31, 2011, the Regina Police Service has received ten reports of Theft from Auto, specifically to company vehicles. Access into the vehicles is generally gained by smashing a window. The majority of these incidents are occurring during night hours, and specifically in South Regina. Various tools and business supplies have been taken from these reports.
The Regina Police Service is actively investigating these incidents. Anyone who may have information that could assist police is asked to contact the Regina Police Service at 777-6500 or call Crime Stoppers at 1-888-222-TIPS (8477). The eyes and ears of the public are a tremendous resource in preventing and solving crime. The Regina Police Service thanks the media and the public for their assistance.

New technology is giving the Regina Police Service a clearer picture of the prints criminals leave behind. The Regina Police Service has joined its counterparts at the Calgary and Edmonton Police Services in using a new Automated Fingerprint Identification System (AFIS) to enhance their Canadian Western Identification Network.
The new AFIS, manufactured by MorphoTrak, provides a higher definition image of fingerprints, using the most advanced biometrics technology available today. In addition to providing better images, the system will allow the Regina Police Service to search a western Canadian database faster, moving closer to real-time identification. A search that would previously take anywhere from eight to 12 minutes can now be done within two minutes. The new system also has the ability to capture and search palm print records – a tool previously unavailable to officers.
The central database is housed in Calgary, but all three police services contribute, and have access, to the network of approximately 500,000 records and 24,000 crime scene latent prints. These records are also sent to Ottawa to become part of Canada's national fingerprint and criminal record repository, managed by the RCMP. The Regina Police Service can now also repeat searches of crime scene latent prints from cold case files to see if a match can be made.
This new Automated Fingerprint Identification System was purchased for $1.38 million, split between the Calgary Police Service and the Edmonton Police Service. The Regina Police Service uses the system under a Memorandum of Understanding, at a cost of approximately $45,000. All three services also pay annual fees based on the percentage of the database used by their records, as well as the number of fingerprint searches they conduct each year.

Twenty-three year-old Kenneth Patrick MORRISON, DOB: 1988-11-15, is described as male, Caucasian, with black hair and hazel eyes, approximately 6' 1" tall, weighing approximately 165 pounds. MORRISON is wanted for a breach of an Undertaking and Breach of Probation (abstain from alcohol and keep the peace).

The Regina Police Service has charged a 39 year-old Regina woman with Fraud over $5,000 stemming from a report that was made from a retail business on November 7, 2011.
The investigation began with a complaint received by the Regina Police Service on November 7, 2011, alleging an employee had defrauded the company. The incidents are alleged to have occurred between October, 2010 and November, 2011 with losses totalling approximately $600,000. As a result of investigation into this complaint, the Regina Police Service arrested and charged a 39 year-old Regina female on November 10, 2011.
Dawn M. WEST (1972-08-27) of Regina is charged with Fraud Over $5,000 [380(1)(a) CC] and Falsification of Books and Documents [397 1(A) CC] and will make her first court appearance on December 12, 2011 at 9:30 am.

Three adult males are facing a number of charges after investigation into overnight incidents of theft from auto in the Glencairn area.
At approximately 1:56 a.m. on Tuesday, November 15, 2011, police were dispatched to Daniels Crescent for a report of three males who were going through parked cars. The caller was able to give some description of the suspects as well as their direction of travel. Officers responded to Daniels Crescent and the surrounding area and located three males, matching the suspect descriptions, near the intersection of Cavendish Street and Cambridge Avenue. Subsequent investigation led to arrests and charges against all three.
Nineteen year-old Jarred Kyle MOSQUITO, DOB: 1992-04-17, of Regina, is charged with Theft Under $5,000 [334(b) CC]; Possession of Stolen Property Under $5,000 [355(b) CC]; Obstruction [129(a) CC] and Breach of Probation [733.1(1) CC]. Twenty year-old Kelvin Kim PASAP, DOB: 1991-07-15, of Regina, is charged with Carry a Concealed Weapon [90 CC]; Theft Under $5,000 [334(b) CC]; Possession of Stolen Property Under $5,000 [355(b) CC]; and Breach of Undertaking [145(3) CC]. Twenty-three year-old Carl Lee TANISHKISHAYINEW, DOB: 1988-04-22, is charged with Carry a Concealed Weapon [90 CC]; Theft Under $5,000 [334(b) CC]; Possession of Stolen Property Under $5,000 [355(b) CC]. All three men made their first court appearances on these charges in Provincial Court at 2:00 p.m. (today) Tuesday, November 15, 2011.

The Regina Police Service is introducing Online Reporting: a new way for Regina citizens to report some types of property crime. Effectively immediately, the public will be able to use a web-based system to file incident reports (such as garage break & enters or thefts from auto) online at their convenience, instead of phoning or making an in-person visit. RPS Online Reporting does not remove the afore-mentioned options; it simply adds one more method of reporting that may be more convenient for some residents. It should be noted that RPS Online Reporting will not be used for incidents that require dispatch of police cars to the scene. Examples of these would be in-progress crimes, crimes with identified suspects or crimes against persons.
The introduction of Online Reporting is the result of a goal in the Regina Police Service Strategic Plan that the Service, "use electronic technology to improve communication and service delivery by researching, developing and implementing secure web-based reporting for citizens". The project is now in the implementation phase.
Regina residents can access the secure site by visiting www.reginapolice.ca and clicking on the "Online Reporting" icon. Once the person has chosen the applicable incident type to file, he or she will be guided through a step-by-step reporting process that has been adapted specifically for the Regina Police Service. The reporting party is asked the same information that a call-taker or police officer would request. The process takes approximately 10 to 15 minutes; it is free of charge and the reporter is e-mailed a copy of his or her statement once it has been reviewed by an RPS member. The report itself is transferred to the RPS Records Management system and receives the same investigation and statistical analysis as if the report had been received over the phone or in person. This system of web-based reporting is in use by a number of police services across Canada and the United States.

Seven adults, five males and two females, have been issued summons under the Regina Parks and Open Space Bylaw 2004-27, for remaining in a park between 11:00 p.m. and 6:00 a.m. The individuals who received tickets were in Victoria Park at the site of the Occupy Regina protest. One of the seven was arrested on a breach unrelated to the bylaw offence.
Last night, November 14th, at approximately 11:13 p.m., police officers went to Victoria Park, the location of the Occupy Regina protest. Police found seven adults at the site, in the north east corner of the park. The seven were informed that the police would be issuing tickets under section 5(1) of the Parks and Open Spaces Bylaw, which states that, "No person shall remain in a park between the hours of 11:00 p.m. and 6:00 a.m.". The tickets were issued without incident and six of the seven adults were free to leave. Officers observed that one of the persons, a 46 year-old male, was intoxicated. Further investigation revealed that this person was on a recognizance which included the condition of abstaining from alcohol. The male was taken into custody without incident and charged with the breach of a court-ordered condition.
The 46 year-old male is charged with Breach of Recognizance [145(3) CC]. He appeared in Provincial Court at 9:30 a.m. on Tuesday, November 15, 2011.

The Regina Police Service is asking for information from the public to locate an adult male who was involved in a firearm incident in the 1900 block of Wallace Street at approximately 12:16 pm on November 10, 2011.
At approximately 12:16 pm on November 10, 2011 plain clothes officers were investigating two hit and run incidents that occurred at approximately 11:38 pm on November 9, 2011 in the 1900 block of Wallace Street. Investigators located the suspect vehicle and were attempting to locate the driver. An adult male approached the vehicle from an alley and opened the door pulling out a firearm. He did not point the firearm at police, however he was armed. The suspect failed to comply with officer's demands and ran; police officers gave chase. The suspect was not apprehended and returned to the suspect vehicle. His location and identity is unknown at this time.
He is described as 20 – 28 years-old, darker skin, 5'10" – 6'0", thin build, wearing a black and grey jacket and blue jeans. The vehicle is described as a gold, 2004-2007 Buick Rainier with front end damage. The last known license plate, which was stolen, is a Quebec plate 853 QLG.

REGINA, November 10, 2011 – Today, Ray Boughen, Member of Parliament for Palliser, on behalf of the Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada announced federal government funding for the Regina Children's Justice Centre. This project brings together police, the Crown prosecutor's office, health authorities, and child welfare agencies to serve young victims of crime.
"Our Government is committed to protecting victims of crime and giving them a voice in the criminal justice system," said Minister Nicholson. "Today, we are pleased to be moving forward with various Regina agencies on such an important initiative to enhance a child-focused facility that stands up for young victims of crime."
The aim of the Regina Children's Justice Centre is similar to Child Advocacy Centres throughout Canada and around the world: to minimize the trauma of being a child victim of crime or witness to crime. A CAC is a place where a team of professionals work in a child-friendly setting to help a child or youth victim or witness navigate the criminal justice system.
"Regina's Children's Justice Centre will reflect the joint efforts of many local community agencies that are helping children and youth who are victims of abuse and crime," said MP Boughen. "This government is proud to commit to protecting the youngest members of our communities."
"This funding is a great opportunity to enhance our collaborative approach by creating a new Victim Services Responder position that ensures the proper services and support are provided to children and their families," said Regina Police Chief Troy Hagen. "The Victim Services Responder works with police, child protection workers, healthcare workers and prosecutors at the Regina Children's Justice Centre to minimize the trauma experienced by victims and their families in a compassionate way."

Four males and one female, all 15 and 16 year-olds, are facing a number of charges, including theft and possession of stolen property, relating to the theft of property from vehicles, alleged to have occurred in the early morning hours of Monday, October 31, 2011.
On Monday, October 31, 2011, at about 2:26 a.m., the Regina Police Service Communications Centre received a call of a group of teens acting suspiciously in the area of Norwood Crescent and Fairview Road. The youths were trying the handles of vehicles parked in driveways and on the street. Police officers were dispatched and a nearby canine unit took up a position on Fairview Road. When an officer challenged the youths they dispersed. Other officers arrived and two were taken into custody almost immediately; another was located nearby and the canine unit tracked two more suspects, who were located hiding between a nearby house and fence. Subsequent investigation led to charges against four males and one female, all under the age of 18. Police also recovered numerous items believed to have been stolen, including: iPods, CD’s, a wallet, backpack, stereo face plates, sunglasses, a vehicle GPS system and hockey gloves. It’s believed many of the items were removed from unlocked vehicles.
The accused cannot be named in accordance with the provisions of the Youth Criminal Justice Act. Each of the five accused is facing a charge of Theft Under $5,000 [334(b) CC]; Possession of Stolen Property Under $5,000 [355(b) CC]; and Possession of House Break and Enter Tools [351(1) CC]. In addition, one of the 15 year-old males is facing a single charge of Fail to Comply (with court-ordered conditions) [137 YCJA]; one of the 16 year-old males is facing three charges of Fail to Comply (with court-ordered conditions) [137 YCJA]. The five co-accused made their first court appearances on these charges in Youth Court on Monday, October 31, 2011 at 2:00 p.m.

Police Exemplary Service Medal of Canada
The 27th Annual presentation of the Police Exemplary Service Medal of Canada, to members of the Regina Police Service, will be held at 2:00 p.m., November 3, 2011, at Government House.
Eight police officers will be awarded medals in recognition of 20 years of exemplary service characterized by good conduct, industry and efficiency. In addition, four officers will be awarded the First Bar in recognition of 30 years of service.
The Honourable Dr. Gordon L. Barnhart, Lieutenant Governor of Saskatchewan, will present the awards.
A brief reception will be held for recipients and invited guests following the ceremony. Members of the media are encouraged to attend.
