TWO YOUTHS ARRESTED IN ROBBERIES

Two male youths, ages 16 and 17, have made their first appearances in Youth Court on a total of 17 charges relating to recent robberies in Regina.

On Sunday, March 20, at about 8:44 p.m., police were dispatched to a report of a robbery at a convenience store in the 2100 block of Grant Road. Preliminary investigation indicated a male suspect, described as Caucasian, about 5' 10" tall and wearing a black hoodie; entered the store and approached the clerk. The male displayed a knife, demanded store merchandise and fled. The employee was not physically harmed. Police, including a canine unit, were not able to locate the suspect, causing investigators to believe the suspect left the scene in a vehicle.

The same evening, at about 10:32 p.m., police were dispatched for a similar report of robbery, this time at a convenience store in the 100 block of Broad Street North. In this case, a male suspect, described as Caucasian, wearing a black hoodie, entered the store obtained some merchandise and then demanded money from the store employee. The suspect displayed a knife and then fled with products and cash. Once again, police were unable to locate the suspect.

That same evening, March 20th, at about 10:46 p.m., a male described as Caucasian, 5' 10" and wearing a dark hoodie, entered a convenience store in the 500 block of Albert Street. The suspect picked up merchandise, approached the till and then displayed a knife, while demanding money from the clerk on duty. The male suspect left the store. A police unit in the area observed a male leaving the convenience store and getting into a car in the alley just minutes before the robbery was reported to police. Believing they had the suspect vehicle in view, police followed the car until it stopped for a train, where the tracks intersect Albert Street. Police arrested both occupants of the vehicle and seized items believed to have been stolen. Further investigation led to charges against one of the suspects in connection with two more robberies that occurred in Regina on March 17, 2011. The first of these was at about 10:00 a.m. at a convenience store in the 2700 block of Montague Street and involved a male, wearing a dark hoodie and carrying a knife. The second robbery on March 17th occurred at about 1:25 p.m. at a convenience store in the 2100 block of Grant Road (same store that was robbed on March 20th). In this robbery, the suspect displayed both a knife and a firearm, which later proved to be a pellet gun styled as a handgun.

The two males charged in these cases cannot be named in accordance with the provisions of the Youth Criminal Justice Act. The 16 year-old male accused is facing three charges of Robbery [344(b) CC] and three charges of Possession of Stolen Property Under $5000. [355(b) CC] in connection with the incidents on March 20, 2011. The 17 year-old youth is charged with five charges of Robbery [344(b) CC]; three charges of Possession of Stolen Property Under $5000. [355(b) CC]; Assault With a Weapon [267(a) CC]; Carrying a Concealed Weapon [90 CC]; and Using a Firearm in the Commission of an Indictable Offence [85(1)(a) CC]. Both youths made their first court appearances in Youth Court on Monday, March 21, 2011.

REQUEST ASSISTANCE - ROBBERY

The Regina Police Service is asking for information from the public that may help in solving a robbery that occurred at about 6:00 p.m. on Tuesday, March 15, 2011, in east Regina.

This event was not reported to police until almost 24 hours after it happened. Police were dispatched on Wednesday, March 16th, to the residence of a young woman who reported having been robbed and assaulted the evening before. The victim, a 23 year-old Regina woman, told police she was on her way to her vehicle in the parking lot of a store in the 2000 block of Prince of Wales Drive when she noticed a white panel van parked beside her car. As she was putting her purchases into the trunk of her car, a male got out of the van and asked her for money. When she refused, the male forcibly pushed her head downward, hitting the trunk. She then described falling to the ground as three other males from the van struck and kicked her. It's believed the first male took the victim's purchases and some money. The victim was not able to give police any license plate information, but she did describe the first male as being Aboriginal, about 6' tall, 23-25 years old, with a short beard, wearing jeans, a black hoodie and a black toque. She described two of the other males as Caucasian and the fourth as Aboriginal, indicating all were about 23-25 years old and dressed in a manner similar to the first suspect. The victim indicates none of the suspects are known to her. She said she didn't report the event to police because she was fearful. The victim's injuries are consistent with a physical assault.

MALE CHARGED IN THEFTS AT EVRAZ PLACE

A 29 year-old Regina male appeared in Provincial Court today on nine charges, including charges of theft and possession of stolen property in connection to incidents at Evraz Place on March 15, 2011.

At about 6:07 p.m. on Tuesday, March 15, 2011, an officer was approached at Evraz Place, at 1701 Lewvan Drive, by a male who said he'd witnessed another male going through lockers at the soccer facility at Evraz Place. The witness was able to give police a description of the suspect and a direction of travel; police located a male matching the description a short time later in the area of Dewdney Avenue and Princess Street. The male was taken into custody and found to be in possession of a number of items not belonging to him. Further investigation led other officers to obtain consent for a search of the suspect's residence, where they located four hockey sticks bearing names matching players of the Regina Pats Hockey Club. Officers confirmed with the hockey club that seven hockey sticks had been stolen from their locker room sometime between 9:45 and 10:15 a.m. on Tuesday, March 15, 2011. The investigation into these matters led to a total of nine charges against the suspect.

Twenty-nine year-old Jeremy Patrick WICK, DOB: 1981-05-21, of Regina is facing three charges of Theft Under $5,000 [334(b) CC]; three charges of Possession of Stolen Property under $5,000 [355(b) CC]; Stealing a Credit Card [342(1)(a) CC]; Possession of a Stolen Credit Card [342(1)(c) CC] ; and Breach of Undertaking [145(3) CC]. WICK made his first court appearance on these charges in Provincial Court at 2:00 p.m. on Wednesday, March 16, 2011.

ONE MORE CHARGED IN CONNECTION WITH GARDYPIE HOMICIDE

One more male, aged 23, has been charged in connection with the January 2010 death of 26 year-old Raymond Bernard GARDYPIE of Regina. Raymond GARDYPIE was the first victim of homicide in Regina last year (2010).

On January 10, 2010, at about 12:30 a.m., police received information indicating that there was a deceased person in a house in the 1000 block of Retallack Street. Moments later, police discovered the body of 26 year old Raymond GARDYPIE. The ensuing homicide investigation led to the arrests on January 12, 2010, December 30, 2010 and February 24, 2011, of five males aged 17, 20, 21, 22 and 24. All were charged with Second Degree Murder, in connection with GARDYPIE's death. Continued investigation has led to the arrest of one more individual who faces Second Degree Murder charges in connection with the murder of Raymond GARDYPIE. The most recent arrest occurred on March 4, 2011.

Twenty-three year old Ryan Leon KAY, DOB: 1987-12-08, of Regina, is charged with Second Degree Murder [235(1) CC]. He will make his first court appearance on these charges in Provincial Court, at 9:30 am, on Monday, March 7, 2011.

TRAFFIC FOCUS OF THE MONTH – MARCH
VEHICLE STANDARDS/EQUIPMENT REGULATIONS


The Regina Police Service Traffic Focus for the month of March is Vehicle Standards and compliance with the province's Vehicle Equipment Regulations legislation. In addition to other traffic enforcement, Traffic members will be working to identify vehicles that contravene The Vehicle Equipment Regulations Act. Infractions may include examples of inadequate safety systems like brakes, lights, horn or seatbelts. Other infractions occur with after-market modifications such as modified exhaust systems that don't adequately reduce combustion noise, making them illegal for street use.

Vehicle owners need to remember even if after-market products are available in a store it doesn't mean they're legal under the Act. Penalties for vehicle owners range from an Inspection Notice that requires a vehicle be made safe within a specified time frame, to a fine of up to $115.00 for each infraction under the Act. In situations where a vehicle is deemed unsafe and is not road worthy, police can remove the vehicle from the road.

The Traffic Focus of the Month is part of a continuing campaign to increase public awareness and to enhance traffic safety in Regina. Preventing collisions is a combination of regular vehicle maintenance and repair and ensuring any after-market modifications meet the safety requirements of the Vehicle Equipment Regulations Act. FEES FOR POLICE INFORMATION CHECKS INCREASE
NO CHARGE FOR VOLUNTEER CHECKS


Effective immediately, the fee for Police Information Checks, previously called Criminal Record Checks, charged by the Regina Police Service, has increased from $30.00 to $35.00. (This fee has remained unchanged since April of 2007, when the fee for Criminal Record Checks for employment purposes increased from $25.00 to $30.00.) The Regina Police Service does not charge a fee to those requesting Police Information Checks in order to perform volunteer service.

The change comes about, in part, as a response to an increase in the demand for Police Information Checks. This demand has increased significantly over a fourteen year period. For example: in 1997, the Regina Police Service did 146 volunteer Police Information Checks and 2,182 paid Police Information Checks; in 2004 there were 4,776 volunteer Police Information Checks and 6,650 paid Police Information Checks. In 2010, the Regina Police Service did 5,399 volunteer Police Information Checks and 11,047 paid Police Information Checks. In recent years, the Regina Police Service has assigned additional personnel to handle the workload and renovated a reception area on the second floor to accommodate the increased traffic and improve customer service.

Even with the current increase to $35.00, the Regina Police Service fee compares favorably with that of other municipal police services. Regina's fee matches that of the Saskatoon Police Service: $35.00 for Police Information Checks, with no charge to volunteers. In comparison, the Vancouver Police Department charges $67.00 for Police Information Checks. Police Services in both Edmonton and Calgary charge only $30.00 for Police Information Checks, but also charge for volunteer checks ($10.00 in Edmonton and $15.00 in Calgary). In Winnipeg the fee structure is $50.00 for Police Information Checks and $30.00 for volunteer checks.

Anyone requesting a Police Information Check for employment or volunteer work must attend the Regina Police Service Headquarters building (1717 Osler Street), in person, with two pieces of government-issued identification. At least one piece of i-d must have the individual's photograph. The hours of operations are 8:00 a.m. to 4:30 p.m. from Monday to Friday (closed weekend and holidays). Police Information Checks will not be processed for anyone under the age of eighteen.
