POLICE INVESTIGATING AGGRAVATED ASSAULT


The Regina Police Service is investigating an aggravated assault believed to have occurred at a house in the 1700 block of Quebec Street earlier today, June 30, 2011. A 26 year-old male victim is in hospital for treatment of his injuries.

At 6:12 a.m. on Thursday, June 30, 2011, police were dispatched to the 1100 block of Victoria Avenue for a report of an injured person. Police and EMS located a 26 year-old male who was taken to hospital with injuries that were described as serious. The victim is still in hospital at this time. Preliminary investigation indicates the male was injured in an altercation in a house in the 1700 block of Quebec Street; the victim left that residence and walked south toward the intersection of Quebec Street and Victoria Avenue. It was there he was discovered by a motorist who alerted police.

Initially investigators closed both east and west bound lanes of Victoria Avenue to preserve possible evidence. Victoria Avenue was opened to traffic again just before 9:00 a.m. Currently, police are diverting traffic from the 1700 to 1900 blocks of Quebec Street and holding a residence in the 1700 block of Quebec Street as part of the investigation. Investigators are also interviewing several people in order to determine what involvement, if any, they have in this incident. This investigation is ongoing. TRAFFIC SAFETY PLAN FOR CANADA DAY

The Regina Police Service is assigning additional resources to traffic safety and traffic control for Canada Day, Friday, July 1, 2011. The Regina Police Service advises Regina motorists of the planned road closure of Albert Street from College Avenue to Regina Avenue, at approximately 10:00 p.m. on Canada Day. There will also be some traffic restrictions of which the motoring public should take note.

The road closure and additional resources are necessary to ensure the safety of those who come out to see the Canada Day Fireworks Display, which is expected to begin at about 10:30 p.m. on July 1st. The fireworks will be launched from Willow Island, making the Albert Street Bridge one of the ideal vantage points from which pedestrians may view the fireworks. The Albert Street Bridge will be closed to vehicle traffic starting at about 10:00 p.m. Traffic southbound on Albert Street at College Avenue will be directed eastbound on College Avenue. Traffic northbound on Albert Street at McCallum Avenue will be directed westbound on McCallum. All traffic eastbound on Regina Avenue will be directed southbound on Albert Street. These detours will remain in place until after the end of the fireworks display, once pedestrian flow has subsided. At that time, police officers will permit vehicle traffic flow to return to normal.

Police will also be patrolling Broad Street between College Avenue and Lakeshore Drive as well as the Ring Road, between Assinboine Avenue and Wascana Parkway. This is to ensure that motorists do not park illegally or stop in the roadway creating a hazard for other motorists. Anyone wanting to view the fireworks will be directed to find a safer location. Vehicles that are not legally and safely parked may be ticketed and towed.

As always, motorists are reminded to pay attention to signage and instructions provided by police personnel and others assisting in Canada Day festivities. The public is advised not to leave valuables in vehicles in plain view. Take the necessary precautions to secure your property and lock your vehicles. The Canada Day Fireworks Display is a family-oriented celebration but it will also be a busy one. Make sure young children are in the company of trusted caregivers and discuss a safety plan should members of your group become separated.

JUNE 23, 2011 - COLLISION FATAL

 A 43 year-old female has died as a result of a motor vehicle collision which occurred on June 23, 2011.

 At approximately 12:45 pm, the Regina Police Service responded to a motor vehicle/pedestrian accident which occurred at the intersection of McCarthy Blvd and Mikkelson Drive.  Preliminary investigation indicates the vehicle, driven by a 16 year-old female, was eastbound on Mikkelson Drive turning northbound (left) on McCarthy when the pedestrian was struck, who was crossing McCarthy Boulevard.  To date, no charges have been laid in this incident.  The investigation is continuing.  The name of the deceased will not be released at this time.

FIREWORKS ARE PROHIBITED WITHIN THE CITY

As the Canada Day weekend approaches, the Regina Police Service reminds the public that setting off firecrackers or fireworks within the City of Regina limits, at anytime, is prohibited under Bylaw No. 2005-18, the Regina Fire Bylaw.  The sale of fireworks within the city is also restricted to the day of, and 10 days immediately preceding, New Year’s Day, Victoria Day and Canada Day, and is prohibited to any person under 18 years of age.  The sale of firecrackers is prohibited year-round.  The Regina Police Service also cautions the citizens of Regina that fireworks and firecrackers are dangerous and can cause serious harm or injury.

 The penalty under Bylaw No. 2005-18 indicates that an individual contravening the bylaw is subject to, “a fine of not more than $5,000 and, in the case of a continuing offence, to a further fine of not more than $5,000 for each day during which the offence continues”.  In the case of a corporation, the penalty for an offence is, “a fine of not more than $10,000 and, in the case of a continuing offence, to a further fine of not more than $10,000 for each day during which the offence continues".

 The bylaw sets out strict rules for businesses storing and selling fireworks within the allowable periods.  Among these provisions:
1) Fireworks cannot be displayed in lots exceeding 25 kilograms.
2) Fireworks must be in a display case or other suitable receptacle not accessible to the public, and dispensed only by the vendor or the vendor’s employees.
3) A summary of the bylaw requirements must be displayed immediately adjacent to the fireworks.
4) Fireworks cannot be stored where they are exposed to direct sunlight or excess heat, or in close proximity to flammable material.

ARRESTS IN THEFT FROM AUTO


Three persons: one adult male, one male youth and one female youth are charged in connection with incidents of theft from auto overnight. This case is an excellent example of a citizen report of suspicious behaviour.

At approximately, 12:39 a.m. today, June 23, 2011, the Regina Police Service received a call from a resident in the area of Magee Crescent describing three people who were walking on the street trying the doors of vehicles and entering unlocked vehicles. Police were dispatched to the area and located three individuals who matched the description of the suspects. Subsequent investigation led to the discovery that one of the individuals, a male youth, was subject to court ordered conditions; he was arrested for breach of these. Further investigation led to additional charges against the youth and charges against all three in connection with thefts from vehicles.

Nineteen year-old Travis Lloyd DIXON, DOB: 1991-08-22, of Regina and a 14 year-old female, who cannot be named under the provisions of the Youth Criminal Justice Act, are both facing two charges of Attempt Theft [334 CC]. A 16 year-old male, who cannot be named under the provisions of the Youth Criminal Justice Act, is facing two charges of Attempt Theft [334 CC]; Possession of Stolen Property under $5000 [355(b) CC]; Possession of House B&E tools [351(1) CC]; Breach of Probation [137 YCJA] and Breach of Undertaking [145(3) CC]. The youths will appear in Youth Court at 2:00 p.m. today, June 23, 2011. DIXON will make his appearance in Provincial Court at 2:00 p.m. today, June 23, 2011.

WEEKEND SUMMARY


Members of the Regina Police Service had a busy weekend, with a steady demand in terms of calls for service, including the following events:

1) On Friday, June 17, at approximately 10:06 p.m., police attended to a male who'd been struck by a vehicle leaving the football game at Mosaic Stadium. A brown Ford F-150 struck an adult male pedestrian and then left the scene without offering assistance. The victim is a 48 year-old male from Indian Head, who was taken to hospital with injuries described as serious but not life-threatening. Police were able to locate the vehicle a short time later in the 1100 block of Kramer Boulevard. A 32 year-old male was arrested without incident and charged.
Thirty-two year-old Bradley T. THUE, DOB: 1979-01-11, of Bengough, SK, is charged with Hit and Run Causing Bodily Harm [252(1.2) CC]. THUE will make his first court appearance on this charge in Provincial Court at 9:30 a.m. on July 14, 2011.

2) On Sunday, June 19, 2011, at approximately 3:13 a.m., police were dispatched to a collision with injuries in the 1000 block of Retallack Street. A Dodge Aries had struck a parked van, injuring a 35 year old female, who was standing beside the van when it was hit. She was taken to hospital for treatment of her injuries. Police also located two males inside the car. The driver of the vehicle, a 19 year-old male, had outstanding warrants and was arrested at the scene for Impaired Driving Causing Bodily Harm. When further investigation determined the car had been stolen earlier that night, the driver was also charged with Possession of Stolen Property. The passenger of the car, an 18 year-old male, was arrested for being intoxicated in public and Possession of Stolen Property.
Nineteen year-old Everett Faron ALEXSON, DOB: 1992-04-06, of Regina, is charged with Impaired Driving Causing Bodily Harm [255(2) CC]; Dangerous Operation of a Motor Vehicle [249(1)(a) CC]; two charges of Breach of Undertaking [145(3) CC]; Possession of Stolen Property under $5,000 [355(b) CC]; Refusal to Provide a Breath Sample [254(5) CC]; as well as failure to comply with court-ordered conditions. ALEXSON made his first court appearance on these charges in Provincial Court at 9:30 a.m. today, Monday, June 20, 2011. Eighteen year-old Darnell James GEORGE, DOB 1993-05-09, of Regina, is charged with Possession of Stolen Property under $5,000 [355(b) CC]. GEORGE will make his first court appearance on this charge on July 20, 2011.

3) At about 6:00 p.m. on Sunday, June 19, 2011, police were dispatched to hospital for a report of a male victim, who appeared to have been the victim of a serious assault. Preliminary investigation indicated the victim, a 28 year-old male, had been present at a house in the 1500 block of Retallack Street, when an altercation broke out. It's believed the victim was assaulted by two males, one of whom has been arrested; the other suspect is still at large. The victim remains in hospital with serious injuries; police are still carrying out investigation at the house in the 1500 block Retallack Street. Twenty-eight year-old Dwayne Lee MACHISKINIC, DOB: 1983-02-23, of Regina, is charged with Aggravated Assault [268(1) CC]. MACHISKINIC will make his first appearance on the charge in Provincial Court at 2:30 p.m. on Monday, June 20, 2011. Investigation into this matter is ongoing.

4) Police have laid charges against 18 year-old and 16 year-old males in connection with a violent robbery that occurred on Sunday, June 19, 2011, at about 12:35 a.m. Preliminary investigation indicates the victim, a 48 year-old male, was walking down 5th Avenue in the area of Cameron Street, when he came into contact with a group of six to eight young males. The males began to berate the victim and it's alleged one of the males produced a machete, striking the victim. The victim required treatment in hospital for a number of lacerations and other injuries. Other police units responding to the call, located a group matching the descriptions of the suspects in the 1200 block of Robinson Street. A male youth and adult male were arrested without incident.
Eighteen year-old Skylar Blue ALEXSON, DOB: 1993-04-17, of Regina, is charged with Robbery Causing Bodily Harm with Intent to Steal [343(c) CC] and Carrying a Concealed Weapon [90 CC]. ALEXSON will make his first appearance on these charges in Provincial Court at 2:30 p.m. today, Monday, June 20, 2011. A sixteen year-old male, who cannot be named in accordance with the provisions of the Youth Criminal Justice Act, has been charged with Robbery Causing Bodily Harm with Intent to Steal [343(c) CC]. The youth accused will make his first appearance on the charge in Youth Court at 2:30 p.m. today, Monday, June 20, 2011. The investigation into this matter is ongoing.

5) Police are also investigating what appears to be a robbery or assault. On June 20, 2011, at about 2:07 a.m., police were dispatched to the area of 8th Avenue and Retallack Street for a report of an injured male lying in the street. Police attended and found a 27 year-old male who was taken to hospital by EMS for a number of injuries, described as non-life-threatening. Preliminary investigation suggests the male may have been the victim of a robbery or assault, but, at this stage, the victim has not been able to provide police with many details. Investigation into this matter is continuing.

HOW WE SPEND OUR SUMMER


With the first day of summer approaching, the Regina Police Service wants Regina residents to know about the different types of work done by the Police Service to enhance the safety of all members of the community. In addition to 9-1-1 response, investigations and traffic safety duties, police officers are also involved in the following work, some of which is carried out in summer, some of it year-round:


- Dewdney Avenue Beat Patrol – From mid-June to mid-September, every Friday and Saturday night, there will be more police officers in the Warehouse District, specifically in the area known as the Dewdney Avenue Bar Strip. Patrol officers already assigned to that zone will have the extra assistance of a "Beat Patrol": between two and six officers on foot who will engage business owners/managers/employees, customers and other members of the public. Their primary goal is to deter unwanted behaviours that can often lead to criminal activity like assaults and property damage.


- Multi-Agency Liquor Inspection/Enforcement Team – Back again by popular demand, this team is made up of Regina Police Service uniformed and vice-squad members, and inspectors from Saskatchewan Liquor and Gaming (SLGA) and Regina Fire and Protective Services. The team will conduct regular, but unannounced, inspections of establishments that distribute beverage alcohol, during their peak hours of operation. The goals are similar to the Beat Patrol with an added focus on businesses complying with legislation on over-serving, serving alcohol to minors and overcrowding. This initiative is funded by SLGA and adds resources to our regular "street strength".


- SGI Enforcement Overdrive – This is a long-standing year-round initiative, funded by SGI. Between mid-June and mid-September there will be a dozen Enforcement Overdrive projects aimed at detecting and apprehending impaired drivers. These are high-volume, high-visibility roadside check-stops that detect impaired drivers but also deter anyone who might consider driving after consuming alcohol. These check-stops add extra resources to "street strength".


- SGI Heading Out – Another special-duty initiative, funded by SGI, which has police focused on preventing collisions at high-volume/high-collision-rate intersections. The activities include high-visibility and stealth initiatives that deter aggressive driving and stunting as well as encourage compliance with vehicle equipment standards regulations. We're talking illegal mufflers/window-tinting/lights…any after-market modification that doesn't meet legislated standards.


- Crowd Control Team – This is a specialized unit trained in maintaining order in large gatherings: from large concerts to noisy parties and disturbances. Team members engage those present to deter unwanted behaviour and criminal activity. The approach is always to encourage compliance by using the least amount of force; often presence and conversation are enough, but team members do have the training, tactics and equipment needed to resolve more difficult situations.


- SRO Summer Patrol – During the summer school break, School Resource Officers get out on bicycles and on foot on the City's bike paths, school parks/playgrounds and many green spaces to encourage responsible use of the parks and facilities, especially in the evenings. Last summer, over 2,000 park checks and over 1500 school checks were conducted.


- Neighbourhood Checks – These are collaborative operational projects, usually short-term and adaptable, using uniformed and plainclothes police officers. It's a strategy of putting police officers in areas where analysis of incidents shows a trend developing, like a series of street robberies or night-time break and enters in a given area. Officers stop and talk to everyone out on the street; it solves crimes and also sends a message that anyone involved in criminal activity has a greater chance of getting caught. For area residents, it sends the reassurance that police are committed to reducing crime and improves their perception of safety.


- Downtown Beat Patrol – These are uniformed patrol members who walk the downtown area with emphasis on areas like Victoria Park, the Cornwall Centre, F.W. Hill Mall, Casino Regina and parkades.


- Service Centres – These are located in the Heritage Community (Old Fire Hall) and the Albert Scott Community Centre. Staff at the Centres do Beat and Bike Patrol throughout the summer, adding their presence to events at Evraz Place, Rider Home Games and also adding resources to numerous special projects like traffic check stops, warrant initiatives, neighbourhood checks and prostitution stings.


- Special Event Operational Plans – Whether it's Canada Day, a Rider Home Game or a major concert at Mosaic stadium, the Regina Police Service creates an operational plan for any major event that addresses public safety, security of property and safe traffic flow for pedestrians, motorists and emergency services personnel. Most major event operational plans have similar elements that are modified to provide appropriate resources for each event and venue.

REGINA WOMAN CHARGED IN MILLION DOLLAR FRAUD

A 71 year-old Regina female faces Theft and Fraud charges in connection with a lengthy, complex case involving 39 victims and an estimated million dollar loss.

In early October, 2008, the Regina Police Service started receiving complaints from several company owners who'd had all their employee paycheques returned because of insufficient funds. Investigation showed that these company owners were clients of the same payroll-service business, which was paid by them to calculate individual employees' wages and tax deductions, issue employee cheques and remit deductions to the appropriate government authorities. The investigation identified 39 victims, but investigators believe there are additional victims who did not report to police. As a result of the two-year, eight-month investigation, police arrested and charged a 71 year-old female today, Tuesday, June 14, 2011.

Seventy-one year-old Geraldine Maloa WILLIAMS, DOB: 1939-09-17, of Regina, is facing a single, global charge (inclusive of all 39 victims) of Theft Over $5,000 [334(a) CC] and a single, global charge of Fraud Over $5,000 [380(1)(a) CC]. WILLIAMS will make her first court appearance on these charges in Provincial Court at 9:30 a.m. on Monday, July 11, 2011.

INVESTIGATION CONTINUING INTO INJURY COLLISIONS ON DEWDNEY AVENUE


The Regina Police Service is continuing its investigation into an incident that occurred in the 2300 block of Dewdney Avenue at about 3:00 a.m. on Sunday morning, June 12, 2011. The incident, which included an altercation and vehicle/pedestrian collisions, sent five people to hospital for treatment of non life-threatening injuries.

Just after 3:00 a.m. on Sunday, June 12, 2011, police were dispatched to the 2300 block of Dewdney Avenue for a report of a fight, followed by reports of a vehicle striking a number of people before fleeing. Police and EMS located five male victims at the scene, all of whom were taken to hospital. Police obtained several witness statements as well as information about the suspect vehicle. The vehicle was located later Sunday morning and seized as part of the investigation. Preliminary investigation indicates a fight broke out between two groups outside a nightclub in the area. It's believed that some participants in the altercation fled the scene in a vehicle, which struck at least four people. The victims of the collisions are all males ages 20-22. A fifth person, a 20 year-old male, received injuries consistent with a physical assault.

At this stage, there have been no arrests made and no charges laid. Police are continuing the investigation to identify everyone involved and determine the roles played by each of the participants.

IDENTITY OF HOMICIDE VICTIM RELEASED



The Regina Police Service is releasing the identity of the 18 year-old female, who sustained life-threatening injuries after an incident on the 1000 block Rae Street on Sunday, June 5, 2001; and who died in hospital the following day.

The deceased person is 18 year old Jasmine Caitlin SMITH, DOB: 1992-08-27, of Regina. SMITH is the fifth victim of homicide in Regina in 2011.

A 17 year-old female has been charged with Second Degree Murder in connection with SMITH's death. The investigation into this case is ongoing.

SEVENTEEN YEAR-OLD FEMALE CHARGED WITH SECOND-DEGREE MURDER


A 17 year-old female, originally charged with Attempt Murder in connection with an incident in the 1000 block of Rae Street, on Sunday, June 5, 2011, is now facing a more serious charge. The charge comes as the result of the death of the 18 year-old female victim, combined with continued investigation into this incident. The 17 year-old accused was charged with Second-Degree Murder late yesterday (June 8, 2011).

The events leading up to the death of the 18 year-old female came to police attention at about 5:00 a.m. on Sunday, June 5, 2011, when officers were dispatched to a house in the 900 block of Retallack Street for an injured person. There, police and EMS found a 17 year-old female who was taken to hospital for treatment of non life-threatening injuries. Moments later, police discovered an 18 year-old female on the 1000 block of Rae Street who had sustained life-threatening injuries; she was transported to hospital by EMS. Police investigation led to charges, including Attempt Murder, against the 17 year-old female. On Monday, June 6, 2011, the 18 year-old victim died in hospital. Continued investigation into this case resulted in the new charge against the accused.

The 17 year-old female cannot be named in accordance with the provisions of the Youth Criminal Justice Act. She is charged with Second Degree Murder and will make her first court appearance on the new charge in Youth Court at 9:30 a.m. on Thursday, June 9, 2011.

MALE AND FEMALE CHARGED WITH MANSLAUGHTER

A 38 year-old male and 29 year-old female are each facing an additional charge in connection with the death of a three year-old boy, whose death was reported to police on May 3, 2011. Both of the accused in this case have now been charged with Manslaughter.

On Tuesday, May 3, 2011, at approximately 11:45 p.m., the Regina Police Service Communications Centre received a call with information of a possible deceased person in a vehicle in the yard of a residence in the 200 block of Halifax Street. Police, EMS and firefighters attended; police located a van and, inside it, the body of a male child. EMS confirmed the child, later identified as three year-old Nylan Jordan George CLARKE, to be deceased. The resulting investigation led to the arrests of a 29 year-old female and a 38 year-old male in connection with the boy's death. Continuing investigation had led to additional charges against the same accused persons.

Twenty- nine year-old Anna Marie Rose WILKES, DOB: 1981-11-18, and 38 year-old Harley William Fraser STUECK, DOB: 1972-08-20, both of Regina, are charged with Manslaughter [236 CC]. Both accused made their first court appearance on the new charges in Provincial Court at 9:30 a.m. on Wednesday, June 8, 2011.

VICTIM OF RAE STREET INCIDENT DECEASED

The Regina Police Service confirms that the 18 year-old female, who was taken to hospital with life-threatening injuries after an incident on the 1000 block Rae Street, on Sunday, June 5, 2001, has died in hospital. The Coroner notified police of the young woman's death at approximately 11:40 a.m. today, Monday, June 6, 2011.

The name of the deceased person will not be released at this time, allowing family members to make notification to extended family.

A 17 year-old female was charged with Attempt Murder and other charges yesterday, June 5, 2011 and made her first court appearance in Youth Court this morning. The death of the victim will result in changes to this investigation and charges; however, the primary investigators in the case will not be dealing with the accused today. There are no details at this time as to further charges.

MOSAIC FESTIVITIES: NO MAJOR INCIDENTS



The Regina Police Service reports there were no major incidents resulting from Mosaic celebrations this year.

A number of patrol members were assigned to "Mosaic duty" as part of their duties from June 2nd to 4th. They visited most of the Mosaic pavilions and were generally well-received by organizers and patrons alike. There were some calls for service at a few pavilions, but nothing unexpected. These calls for service involved intoxicated persons, a few assaults, disturbances and threatening, resulting in a handful of arrests, none particularly noteworthy. Generally speaking, these types of incidents occurred as pavilions closed for the evening and patrons were leaving some venues.

SEVENTEEN YEAR-OLD CHARGED WITH ATTEMPT MURDER



A 17 year-old female has been charged with Attempt Murder after investigation into an incident that occurred before five a.m. on Sunday, June 5, 2011, at a house in the 1000 block Rae Street. In this event, an 18 year-old female was taken to hospital with life-threatening injuries. The victim remains in hospital in critical condition.

At approximately 5:00 a.m. on Sunday, June 5, 2011, police were dispatched to a house in the 900 block of Retallack Street for a report of an injured female. Police and EMS attended and found a 17 year-old injured female who was taken to hospital for treatment of non-life-threatening injuries. Moments later, patrol members in the area of 4th Avenue and Rae Street requested EMS for an injured female. This victim, an 18 year-old female, was taken to hospital with injuries that were described as life-threatening. Preliminary investigation by police indicates both females were involved in an altercation at a house in the 1000 block Rae Street. The 18 year-old left the house and collapsed on the street in the 1000 block Rae St.; the 17 year-old made her way to the 900 block of Retallack Street, at which time police and EMS were called. Injuries sustained by the 17 year-old are believed to have been caused by others who intervened in the altercation between accused and victim. The investigation is ongoing.

The 17 year-old accused cannot be named in accordance with the provisions of the Youth Criminal Justice Act. She is charged with Attempt Murder [239 CC]; Breach of Undertaking [145(3) CC] and Breach of Probation[137 YCJA]. She will appear in Youth Court at 9:30 a.m. this morning, Monday, June 6, 2011.

FEMALE SERIOUSLY INJURED


Police are investigating an incident early this morning, Sunday, June 5, 2011, that resulted in injuries to two females. An 18 year old female is in hospital with injuries described as serious; a 17 year-old female has been treated for less-serious injuries and released. The incident occurred in the 1000 block of Rae Street.

At approximately 5:00 a.m. on Sunday, June 5, 2011, police were dispatched to a house in the 900 block of Retallack Street for a report of an injured female. Police and EMS attended and found a 17 year-old injured female who was taken to hospital for treatment of non-life-threatening injuries. Moments later, patrol members in the area of 4th Avenue and Rae Street requested EMS for an injured female. This victim, an 18 year-old female, was taken to hospital with injuries that were described as life-threatening. The 18 year-old remains in hospital in critical condition. Preliminary investigation by police indicates both females were involved in the same incident, although at this early stage, it is not clear what roles they played. Investigation indicates both were involved in an altercation at a house in the 1000 block of Rae Street. The 18 year-old left the house and collapsed on the street in the 1000 block Rae St.; the 17 year-old made her way to the 900 block of Retallack Street, at which time police and EMS were called.

REGINA MALE CHARGED: POSSESSION OF COCAINE


A 49 year-old Regina male has been charged with Possession of Cocaine and a Breach of Recognizance after an event this morning, Friday, June 3, 2011, in the 1300 block of Angus Street.

At about 8:21 a.m. on June 3, 2011, police were dispatched to a residence in the 1300 block of Angus Street for a report of a disturbance: the sound of an altercation between males in an upstairs suite of the building. Police arrived to find a 49 year-old male leaving the residence. The male had a laceration to his right arm, but initially claimed that it was the result of an accident. No suspects were located at the residence. Police requested EMS and the male was transported to hospital, but he remained in police custody as he was found to have two outstanding warrants. While at hospital, the male was observed to remove a packet of what officers suspected to be cocaine from a pocket of his garments. Further police investigation led to the male being charged for possession of cocaine and a breach of a court-ordered condition to keep the peace and be of good behaviour. The male continued to be uncooperative with respect to the cause of his injury.

Forty-nine year-old Shaun Paul GROVER, DOB: 1962-05-01, of Regina is charged with Possession of Cocaine [4(1) CDSA] and Breach of Recognizance [145(3) CC]. GROVER made his first court appearance on these charges in Provincial Court at 2:00 p.m. on Friday, June 3, 2011.

TRAFFIC FOCUS OF THE MONTH - SEATBELTS


The Regina Police Service Traffic Focus of the Month for June is seatbelt usage. During the month of June, the Regina Police Service hopes to raise public awareness of proper seatbelt use and encourages motorists to ensure all occupants of a motor vehicle are properly wearing safety restraints.

During this month, patrol and traffic members will direct extra attention to compliance to seatbelt regulations. There are three laws governing the use of safety restraints under the Traffic Safety Act; Section 248(1) states that the driver of a vehicle must wear a seatbelt properly; Section 248(2) states that every passenger must wear a seatbelt properly; Section 248(4) states that the driver is responsible for ensuring that any passenger under the age of 16 is wearing a safety restraint properly. Failure to comply with any of these sections will result in a fine of $175.00. Statistics on seatbelt use indicate the severity of injuries and frequency of injuries increase when seatbelts are not used.

Police remind motorists to use seatbelts and ensure all passengers are properly wearing safety restraints. Make seatbelt use a habit by buckling up every time!
