INJURY COLLISION UNDER INVESTIGATION


The Regina Police Service is continuing its investigation into a Saturday-morning, single-vehicle collision that sent a 21 year-old female to hospital with multiple injuries. Two males, who fled the scene, are being sought by police.

On Saturday, July 23, 2011, at 7:38 a.m. police were dispatched to Halleran Crescent for a report of a vehicle that had struck a house. When police arrived they found a grey Pontiac Grand Am, on its roof, in the driveway of a house on Halleran Crescent. It was apparent the vehicle had collided with the adjacent house. A 21 year-old female passenger was trapped inside the vehicle. The victim was extricated from the car by firefighters and transported to hospital by EMS. She remains in hospital for treatment of her injuries. Preliminary investigation indicates the vehicle was travelling at a high rate of speed just before the collision. Two males exited the vehicle and fled the scene. Investigators have descriptions of the suspects and are trying to locate them. Damage to the house and vehicle is extensive.

STEADY REDUCTIONS; MORE WORK AHEAD


Today, Thursday, July 21, 2011, marks the release of the annual Crime Statistics report from the Canadian Centre for Justice Statistics, or CCJS. While "Police Reported Crime Statistics in Canada, 2010" shows Regina posting decreases in both total crime and the more recently-introduced Crime Severity Index, Regina still emerges with the highest overall crime rate and Crime Severity index among Canadian Census Metropolitan Areas, or CMA's.

The statistics released today show the crime rate in Regina (total Criminal Code Offences excluding traffic) dropped 8% from 2009 to 2010, bringing Regina's crime rate to the lowest is has been since 1991, when Statistics Canada began its current method of collection and comparison of crime data. Since 1991, the crime rate in Regina has decreased 34.6 percent. Regina's 8% decrease in overall reported crime from 2009 to 2010 compares favorably to the Canadian average rate of decline which was five-percent. Regina also posted an 8% decrease on the Crime Severity Index, which is a means of tracking changes in the severity (as opposed to volume) of police-reported crime.

In a news conference today, Police Chief Troy Hagen said, "Generally, we are pleased with steady reductions in our crime rate, especially noticeable in the past ten years, but we recognize there is further work to do. Our progress speaks to our approach as a Police Service, but also to our community's ability to work collaboratively and the results are apparent."

The attached background document highlights the decreases in crime in Regina, expressed as overall crime rate and Crime Severity index. It also draws comparisons to Western Canadian Census Metropolitan Areas, the cities to which Regina is most often compared. And there are graphs illustrating the ten-year statistics picture in Regina, showing Regina-to-Regina comparisons in overall crime rate and selected crime categories.

POLICE INVESTIGATE FATAL COLLISION



The Regina Police Service is investigating a fatal collision that occurred this evening, Tuesday, July 19, 2011, on the Number One Bypass between Assiniboine Avenue and Wascana Parkway. A 21 year-old female was killed in this collision, involving three vehicles. Collision reconstructionists and patrol members are currently at the scene and both north and south-bound lanes of the Number One Bypass have been closed to traffic.

Preliminary investigation indicates that, at about 6:10 p.m., there were two vehicles travelling northbound on the Number One Bypass; a truck in the right hand, northbound lane and a car in the left-hand, northbound lane. As the car passed the truck, the driver lost control of the vehicle which crossed the centre ditch and struck two vehicles that were southbound on the Number One Bypass. One of the vehicles, a red compact, was struck head-on; the other received only minor damage with no injury to the occupants. The driver, and lone occupant, of the red, southbound car was killed as a result of this collision. The north-bound car involved in the collision had four female occupants: a 16 year-old driver, one 16 year-old passenger and two fifteen year-old passengers. Their injuries are currently being assessed, but at this time, it is believed that their injuries are not life-threatening.

The name of the deceased young woman will be not be released at this time. Notification is being made to her next-of-kin. The investigation into this collision is ongoing. It is not known at this time what charges, if any, may result.

DO YOUR PART TO PREVENT THEFT FROM AUTO


The Regina Police Service is reminding Regina vehicle owners to practice good crime prevention strategies to prevent theft from auto.

In the past 24 hours, there have been ten incidents of theft from auto reported to the Regina Police Service. These incidents occurred at various times of day throughout the city: three in the North West, two in the North East, one in North Central, two in the South East, one in South West and one in the East. Items stolen vary as well: shovel and tools, wallet and identification, CD, Ipod, backpacks, briefcase, beer, camera and a substantial amount of cash. The most consistent factor among these thefts – and the most alarming – is that six of the ten vehicles were not locked and, in a seventh, culprits got into the car via a window that had previously been broken but had not been fixed or properly secured.

Two key crime prevention strategies could have prevented these thefts:
1) Remove all valuables from your vehicle.
2) Lock your vehicle.

Too often, people make the assumption that a) no one will steal from their vehicles or b) there is nothing worth stealing. In police interviews of suspects who are subsequently charged with theft from auto, the culprits often state that they simply try the doors of vehicles parked on the street and if a door is left unlocked they steal whatever is left inside, even if it is a CD or a handful of change. In other cases, even if the vehicle is locked but something of value is left in plain view, the suspects will smash a window to commit the theft.

In many cases, theft from auto is easily preventable. Always take your valuables from the vehicle; lock the doors and report any suspicious activity to police. If you see a crime in progress call 9-1-1; keep yourself safe, but try to get a description of suspects or suspect vehicles.

SIX YOUTHS CHARGED IN MOSAIC STADIUM
BREAK AND ENTER

Six children, between the ages of 12 and 14, have been charged with Break, Enter and Commit Mischief after a break-in at Mosaic Stadium late last night. Four other children, who were present at the scene, were released, without charge, to the care of family members.

At approximately 11:44 p.m. on Sunday, July 17, 2011, police officers were dispatched to Mosaic Stadium for a report of children entering and leaving the facility. At the scene, police initially located a group of four children, ages 8, 9, 11 and 12. Further investigation led to the discovery of a damaged golf cart. Police then found six more youths: a 14 year-old male, 13 year-old female, 13 year-old male and three 12 year-old males, all within Mosaic Stadium. All were taken into custody by the officers. Investigation led to the discovery of further damage in a number of areas of the stadium including a smashed glass door, a kerosene lamp lit and left unattended, freezers that had been opened with food removed and spoiled, assorted cans and bottles of beverages opened and strewn about and numerous other food items opened and scattered. The damage is estimated to be approximately $4000. The first four children, including those under 12, were released into the custody of family members. The other six were charged in connection with this incident.

The accused cannot be named in accordance with the provisions of the Youth Criminal Justice Act. They are a 14 year-old male, 13 year-old female, 13 year-old male and three 12 year-old males Each has been charged with Break, Enter and Commit Mischief [348(1)(b) CC]. In addition the 13 year-old female was charged with Possession of Stolen Property under $5000 [355(b) CC]. The accused will make their first court appearances on these charges in Youth Court, Monday, July 18, 2011, at 2:00 p.m.

WARNING – BLACK MONEY SCAM

The Regina Police Service has received 2 reports in the past month consistent with the Black Money Scam.

In this scam, conmen attempt to fraudulently obtain money from a victim by persuading him/her that thousands of dollars have been disguised in black ink. One of the conmen shows the victim how to "wash" the money, with a chemical, to convert it back to its original state. The money that the conman uses to "wash" is real money; however, the rest of the alleged bills are generally pieces of construction paper, cut to size. The conman convinces the victim to pay for the "chemical" which cleans the money.
Similar cons have been reported in Western Canada.

DANGEROUS ITEM STOLEN IN BREAK & ENTER

The Regina Police Service is warning the public, specifically the person(s) involved in a Break & Enter, about a dangerous item which was stolen.

At approximately 1:10 pm on July 12, 2011, the Regina Police Service responded to a Break & Enter report at a worksite located approximately 2 kilometers north of Dewdney on Pinkie Road. The Break & Enter occurred over the weekend. A RoadReader Nuclear Density Gauge was removed from this location. The gauge contains Americium 241 Beryllium and Cesium 137 which are both radioactive. The gauge is specific to road construction and detects the density of the ground and its compactness. The gauge is safe as long as the unit remains undamaged and everything inside the gauge is intact. A picture of the gauge is attached.

We advise the person(s) involved with the Break & Enter not to tamper with this instrument and encourage them to return it, anonymously if necessary. If anyone has information about this incident, they are asked to contact the Regina Police Service at 777-6500 or Crime Stoppers at 1-800-222-8477.

77 YEAR-OLD DEATH NON-SUSPICIOUS

At approximately 9:00 am on Monday, July 4, 2011, the RPS responded to the north end of Wascana Lake (by the band-shell) for a report of a deceased person in the lake. The post-mortem examination ordered by the Office of the Chief Coroner has been completed. Preliminary examination reveals no indication of foul play; however, the Regina Police Service, in conjunction with the Office of the Chief Coroner, will continue the investigation in order to clarify the circumstances surrounding the death.

The family of the deceased male has been notified. The deceased is 77 year-old Joseph Geza NEMETH, of Regina.

ADULT MALE IN SERIOUS CONDITION

The Regina Police Service is investigating a firearm incident which occurred at approximately 1:30 am on Thursday, July 7, 2011. The area of 100 Brotherton Avenue is currently cordoned off to gather evidence.

Preliminary investigation indicates a confrontation occurred in the area of the park. One adult male has been transported to hospital with what appeared to be serious injuries related to a firearm.

Police are gathering information and interviewing people as part of the investigation. There is no other information available at this time. If anyone has information about this incident, they are asked to contact the Regina Police Service at 777-6500 or Crime Stoppers at 1-800-222-8477.

17 YEAR-OLD CHARGED WITH ATTEMPT MURDER

A 17 year-old has been charged in connection with a stabbing which occurred in the 600 block of Montague.

At approximately 11:22 pm on Tuesday, July 5, 2011, the Regina Police Service responded to the 600 block of Montague. Preliminary investigation indicates that an altercation occurred between two females. A 20 year-old was transported to hospital with serious injuries and remains in hospital. A 17 year-old, who cannot be indentified under the provisions of the Youth Criminal Justice Act, has been charged with Attempt Murder [239 CC] and Fail to Comply [137 YCJA] and will make her first court appearance at 9:30 am on Thursday, July 7, 2011.

TAMRA KEEPNESS INVESTIGATION CONTINUES


The Regina Police Service continues to investigate the disappearance of Tamra Jewel KEEPNESS and urges anyone with information that could assist this investigation to contact police. As the seventh-year mark in this investigation approaches, the Regina Police Service assures the family of Tamra KEEPNESS and the public that this matter is still an open investigation.

On July 6, 2004, then-five year-old Tamra Jewel KEEPNESS was reported missing. She was last seen at her home in the 1800 block of Ottawa Street at approximately 11:00 p.m. on Monday, July 5, 2004. To date, the investigation into her disappearance has not located Tamra KEEPNESS nor produced an explanation as to how or why she disappeared.

The investigation into the disappearance of Tamra KEEPNESS continues. The Regina Board of Police Commissioners has approved the extension of the 25-thousand dollar reward for information leading to the discovery of the whereabouts of Tamra KEEPNESS.
