A Regina Police Service member, who is facing two alcohol-related charges, has been relieved from duty, with pay, for a period of thirty days.
The officer is facing charges after police responded on Sunday, January 29, 2012, to the 1000 block of Park Street for a report of a suspected impaired driver. Police located a vehicle, driven by a 43 year-old male, who is a ten year member of the Regina Police Service. The officer was not on duty at the time of the incident. Investigation into this matter led to charges against 43 year-old Darryl G. BLAMPIED, DOB: 1968-11-20, of Regina. BLAMPIED is charged with Impaired Driving [253(1)(a)CC] and Exceed .08 [253(1)(b)CC]. He was released on an Appearance Notice and will make his first court appearance on these charges in Provincial Court on February 9, 2012.
BLAMPIED has been relieved from duty, with pay, for thirty days. During that period, there will be a hearing under the Police Act to determine whether the officer returns to duty or the relief from duty continues until the criminal charges are dealt with. In making the decision, Chief Troy Hagen stated that the relief from duty is not punitive, but he believes it is necessary to maintain public confidence in the Regina Police Service.

The Regina Police Service has charged a 35 year-old male with 14 charges in relation to numerous property related offenses. On August 22, 2011, the Regina Police Service was dispatched to the 500 block of 8th Avenue for a Found Property Call; the property appeared to be stolen. Through investigation, police arrested and charged 35 year-old Shawn Allen LEENDERTSE, of no fixed address, without incident.
Shawn Allen LEENDERTSE (DOB: 1976/06/09), is charged with six counts of Possession of Stolen Property Under [355(b) cc], five counts of Theft Under $5,000 [344(b) CC], two counts of Break & Enter [348(1)(b) CC] and Theft of Auto [333.1(1) CC]. He will make his first court appearance at 9:30 am on Tuesday, January 31, 2012.

The Regina Police Service has charged a 40 year-old male with Break & Enter in relation to four Break & Enters - two commercial on November 28, 2011 in the 4000 block of 25th Ave and 2100 Grant Road and two residential on December 4, 2011 on Angus Road and in the 1800 block of 7th Ave North.
Warren William Unrau (DOB: 1972/01/30) of Regina, is charged with three counts of Break & Enter [348(1)(B) CC], Break & Enter with Intent [348(1)(a) CC] and two Fail to Comply [145(3) CC]. He will make his first court appearance at 9:30 am on Tuesday, January 31, 2012.

A 43 year-old male, who is also a 10-year member of the Regina Police Service, is facing two alcohol-related charges following an incident in the early-morning hours of Sunday January 29, 2012. BLAMPIED was released on an Appearance Notice and will make his first court appearance on these charges in Provincial Court on February 9, 2012. Administrative decisions with respect to Cpl. BLAMPIED will be made by the Chief of Police on Monday, January 30, 2012.

The Regina Police Service, in conjunction with the Office of the Chief Coroner, is continuing its investigation into a sudden death that was discovered on Saturday, January 28, 2012.
At approximately 12:58 p.m. on Saturday, January 28, 2012, police were dispatched to a house in the 1100 block of Argyle Street for a report of a male who was possibly deceased. Police arrived and located the body of a 58 year-old male inside the house; the male was confirmed to be deceased. Police requested the Coroner and secured the scene and, in keeping with procedure in any sudden unexplained death, requested Major Crimes investigators. At this time, police are treating this as a suspicious death. The deceased person has been identified; he is the resident of that address, but his name will not be released at this time. The Coroner has ordered an autopsy (Tuesday, January 31st) and police will continue to work with the Coroner's Office to learn more about the circumstances of this death.

An investigation that began on Wednesday, January 25th, as a case of aggravated assault, is now a homicide with the death of the 48 year-old female victim. A 38 year-old Regina male is now facing a charge of Manslaughter in connection with the woman's death.
The investigation began at approximately 10:00 p.m. on Wednesday, January 25, 2012, when police were called to a house in the 2000 block of Edgar Street, for what was initially described as a sick or injured person. Police found a 48 year-old female, who appeared to be the victim of an assault, laying in the front yard of the property. The woman was transported to hospital by EMS with serious injuries, while police began interviews with four other individuals who were present in the house. Police received word, just after 6:00 p.m. on Thursday, January 26, 2012, that the victim died in hospital. Her family has been notified of her death. The victim is 48 year-old Elise Anne COTE, DOB: 1963-08-15, of Regina.
The preliminary investigation indicates that the victim and four others were together at the house in the 2000 block of Edgar Street when a physical altercation occurred in which the victim received serious injuries. As a result of investigation, a 38 year-old male has been charged.
Thirty-eight year-old Mark Jeffrey James SEVERIGHT, DOB: 1973-03-12, of Regina, is facing a charge of Manslaughter, contrary to section 236 of the Criminal Code of Canada. SEVERIGHT made his first court appearance at 9:30 a.m. on Friday, January 27th, 2012. This is the first homicide in Regina in 2012.

A 58 year old man from Moose Jaw is facing additional charges.
On August 17, 2011 the Saskatchewan Internet Child Exploitation (ICE) Unit with the assistance of the Moose Jaw Police Service, executed a search warrant in Moose Jaw, in which, a 58 year old man was charged with accessing child pornography and possessing child pornography. Numerous items of evidence were seized, including a computer.
Further investigation led to the same man being arrested and charged with making child pornography, sexual assault, sexual exploitation of a child, invitation to sexual touching, and sexual interference on January 25, 2012.
A local 13 year old female child was identified as the victim related to these recent charges.
The 58 year old man's identity is not being released by police in order to protect the identity of the victim.
The 58 year old man is currently remanded into custody pending a bail hearing.

The Regina Police Service is continuing to investigate a collision last night (January 25th) near the intersection of Fleet Street and McDonald Street that resulted in the death of a 43 year-old Regina male.
At approximately 7:00 p.m., on Wednesday, January 25, 2012, police were dispatched to McDonald Street, just west of Fleet Street, for a report of a vehicle/cyclist collision. Police and EMS attended and EMS confirmed a cyclist, later identified as a 43 year-old male, was deceased at the scene. Preliminary investigation indicates a truck was travelling westbound on McDonald Street, just west of the Fleet Street intersection, when it collided with a cyclist who was also westbound on the same road. Police blocked vehicle traffic in order to collect roadway evidence and have also gathered statements from the driver of the truck and witnesses to the event. At this early stage, there are no further details to release with respect to the investigation.
The next-of-kin of the deceased person have been contacted and notified. At this time, the victim's name is not being released by police. This investigation is ongoing. Police attended and located a 48 year-old female, who appeared to be the victim of an assault, laying in the front yard of the property. Police took four people into custody and are still conducting interviews to determine what involvement, if any, these individuals had in this incident. Police are also still holding the scene, pending a report on the victim's condition.

The Regina Police Service, with the help of trained volunteers with Search and Rescue Regina (SARR), is commencing a ground search today in its efforts to locate 28 year-old Brandy Rene WESAQUATE, who has not had contact with family or friends since January 1, 2012. Trained volunteers will search the area surrounding the 900 block of Rae Street, where WESAQUATE was last seen. The search will occur on Monday, January 23, 2012, with searchers staging at 9:00 a.m. at the Performing Arts Centre at 1077 Angus Street. Search and Rescue Regina volunteers will be looking for any physical evidence that may be linked to WESAQUATE. Police are also asking home and property owners in Regina to search their yards and any outbuildings for any sign of WESAQUATE.
Twenty-eight year-old Brandy Rene WESAQUATE, DOB: 1983-02-04, of Regina is described as Aboriginal, about 5' 10" tall, weighing about 180 pounds, with blonde hair and brown eyes. WESAQUATE was last seen on January 1, 2012, at about 1:30 a.m., at a residence in the 900 block Rae Street. WESAQUATE was last seen wearing faded blue jeans, a white Adidas full-zip hooded jacket with either black or navy stripes down the sleeves, and white "board-style" shoes. WESAQUATE was reported missing to police on January 10, 2012. Police issued news releases on WESAQUATE's disappearance on January 11th and 17th, but have not been able to locate her. Family and friends of Brandy WESAQUATE say that is it very unusual for her not have contact with them for such an extended period.

The Regina Police Service handed out a total of nine awards to 33 individuals today in a ceremony at Regina's Delta Hotel. The recipients, some of whom are Regina Police Service employees, were joined by some Regina citizens and police officers from the Saskatoon Police Service and RCMP. All are being recognized for their contributions to policing, safety and enhancement of life in our community. The award recipients are as follows:
Special Service Award -
Mr. Curtis Kemp and Mr. Ken Sabo, representatives for the Children's Justice Foundation - The Children's Justice Foundation was founded in 2005 as a charitable, non-profit organization to enhance training opportunities for those engaged in child abuse investigations. The Foundation also helps with research opportunities in the fields of social and human justice studies. To date, the Foundation has provided specialists to train police officers and social services investigators and has also funded technical equipment and training opportunities out of province.
Mr. Murray Fines – In the late 1960's, Mr. Fines was responsible for Public Relations at CIS, now known as the co-operators. He was approached by a member of the Regina Police Service about a crime prevention program, active in the U-S, called "Operation Identification". It was a process of marking valuables with an engraving pen, so if ever they were stolen, they could be returned to the rightful owner. Mr. Fines agreed to support the program and disseminated the information to insurance companies across Canada. In 1984, Mr. Fines was invited by RPS to discuss support of a new program, again from the U-S, which eventually grew into Crime Stoppers. Since 1984, Mr. Fines has served the Regina Crime Stoppers program in almost every capacity.
Meritorious Performance Award –
Ms. Patti Sandison-Cattell – Ms. Sandison-Cattell is the Wellness Co-ordinator for the Regina Police Service. Her dedication to promoting the wellness of RPS employees goes beyond just physical fitness. Ms. Sandison-Cattell offers considerable experience and knowledge to RPS employees and their family members on topics like healthy eating, work/life balance and managing shift work and stress. As an instructor and staff member at the Saskatchewan Police College, she has improved the wellness of a large percentage of the province's municipal police officers, as well. She is co-founder of the Regina Police Service Half Marathon, now into its ninth year (a sellout in six days), which gives the Service a way to promote healthy living to the entire Regina community. She is also an experienced marathon runner, having completed that 42.2 kilometre journey, in various Canadian and U-S cities, twenty times. Ms. Sandison-Cattell is being recognized for her exceptional contribution to the wellness of RPS employees and their families.
Teamwork Award -
Ms. Karolina Bilodeau, Ms. Lisa Davey, Mr. Shawn Fenwick, Mr. James Griffiths, Ms. Colleen Hall, Mr. Thomas Howell, Mr. Rene LeClair, Mr. Timothy Logan, Mr. Jordon Marks, Mr. Emmanuel Otitoju, Mr. Joshua Potter, Ms. Michelle Solomon, Mr. Terry Vogel, Mr. Roger DeCorby, Ms. Michelle Easton-Brotzel, Ms. Jodi Earl, Ms. Rhonda Ellingboe, Mr. Rob Lechner, Kelly Rainville, Ms. Tosha Ternes and Mr. Paul Fisher - This teamwork award is given to members of RPS, SPS, the RCMP and the Crown in connection with a 2010 case involving a male inappropriately approaching children on the street. It quickly grew into a complex, multi-jurisdictional investigation, in which electronic and computer evidence played a critical role. The partner agencies helped to identify other victims in their own communities and the Crown Prosecutor was available to the team throughout the lengthy investigation. Mr. Rob Collins is awarded the Meritorious Performance Award in connection with this same investigation.
Chief's Commendation –
Mr. Ronald Kapell – In November of 2010, police were dispatched to the lake located behind the Northwest Leisure Centre for a report that someone had fallen through the ice. A father and two sons were walking their dog, when the dog went through the ice, followed shortly thereafter by the father and one of the boys. The other boy ran to a nearby house to get help. The resident of that house, Mr. Ronald Kapell ran to the site with plywood and an extension cord and helped the two to safety. Mr. Kapell is awarded the Chief's Commendation for his selfless actions.
Mr. Michael Yohans and Mr. Robel Kiflemariam – On March 11, 2011, police were dispatched to a robbery progress at a convenience store on Dewdney Avenue. Mr. Yohans was on duty and Mr. Kiflemariam was in the store when a group entered with a firearm and knife and demanded money. The suspects stopped the robbery attempt and tried to flee the store, but Mr. Yohans and Mr. Kiflemariam chased after them, apprehending the suspects and recovering the firearm. Mr. Yohans and Mr. Kiflemariam are awarded the Chief's Commendation for risking personal safety to assist police.
Mr. Derek Csada, Mr. Graham Bourne and Mr. Tyler Sebulsky – On July 27, 2011, these officers responded to a call of a person threatening harm to himself at the Albert Street North overpass. The officers were able to approach the male and pull him to safety and, in recognition of their actions to save a life, are awarded the Chief's Commendation.
Ms. Alyssa Gregory and the family of Mr. Peter Dennis (deceased) – On April 6, 2011, these officers went to a call of a sick or injured person at 5th Avenue and Argyle Street. They found a group of people standing around an unconscious person. With the assistance of Cst. Gregory, Cst. Dennis performed CPR until EMS personnel arrived. The victim was taken to hospital and made a full recovery. The officers' actions in saving a life have earned the Chief's Commendation.
In addition, Chief Ralph Martin of the File Hills Police Service presented a special Commendation to retired Staff Sergeant Jerry Nelson.

At approximately 12:22 a.m., on Sunday, January 15, 2012, police were dispatched to 200 Lakeshore Drive (Conexus Arts Centre) for a report of an injured person. Police and EMS arrived and located the body of a young female in the backstage area of the building. EMS confirmed the female deceased. The Coroner also attended the scene. Preliminary investigation indicates the female; later identified as a 17 year-old from Qu'Appelle, Saskatchewan; was in the company of two males, ages 19 and 21, both from Regina. It's believed the three attended a function at the Centre and then gained access to an area of the building not open to the public, climbing onto what was described as a catwalk above the main stage. Preliminary investigation indicates the victim fell from the catwalk. Police are assisting the Office of the Chief Coroner to clarify the circumstances around the victim's death. The death is non-suspicious in nature.
The name of the victim will not be released. Immediate next-of-kin have been notified.

A 37 year-old Regina male, who was the subject of two Saskatchewan-wide Warrants of Arrest on a total of five charges (three Breaches of Undertaking; a Break, Enter and Commit Theft; and Possession of Stolen Property), has been arrested without incident.
Thirty-seven year-old James Kevin SAYER, DOB: 1974-01-15, of Regina, was arrested just shortly after 9:00 p.m., on January 14, 2012, in a traffic stop on the 1300 block of 1st Avenue. SAYER faces two new charges, in addition to the charges contained in the warrants; another Breach of Undertaking [145(3) CC] and a charge of Possession of a Controlled Substance (cocaine) [4(1) CDSA]. SAYER will make his court appearance on the two new charges at 9:30 a.m. on Monday, January 16, 2012.

A 35 year-old Regina woman has been charged with Aggravated Assault after an incident last October, in which a 12 month-old female child was hospitalized with head trauma.
On October 27, 2011, a 9-1-1 call was received from a residence in the 8000 block of Knox Place reporting a child who was breathing but appeared to be unconscious and non-responsive. EMS transported the child, a 12 month old female, to hospital. A police investigation began the following day as the result of suspicion that the child’s injuries, which were described as head trauma, were not accidental. The police investigation into this matter led to the arrest of a 35 year-old Regina female, who is facing a single charge of Aggravated Assault.
Thirty-five year-old Karen Jennie KROEKER, DOB: 1976-11-25, of Regina, is charged with Aggravated Assault, contrary to section 268(1) of the Criminal Code of Canada. KROEKER will make her first court appearance on this matter in Provincial Court on February 2, 2012.

A 33 year-old male and 32 year-old female, both of Regina, are charged with Fraud over $5,000 for allegedly using deceit or falsehood to defraud an elderly woman of more than 37 thousand dollars.
In August of 2011, the Regina Police Service was contacted by a relative of an 80 year-old Regina resident with a concern that the 80 year-old woman was being taken advantage of and possibly being defrauded of money. The Regina Police Service Commercial Crime Unit began an investigation that culminated with an arrest, on December 13, 2011, of two individuals, a 33 year-old male and a 32 year-old female. It's alleged the pair of suspects made the acquaintance of the victim in mid-March, 2011, and initially offered to do yard work in exchange for payment. It's alleged that, over the next several months, the two continued to contact the victim, each time claiming some hardship and asking for money. It's believed the victim gave the suspects just over 37 thousand dollars. As a result of the investigation, the two suspects were charged.
Thirty-three year-old Joseph Victor DESNOMIE, DOB: 1978-03-21, and 32 year-old Cindy Lee LACHEUR, DOB: 1979-03-27, both of Regina, are charged with Fraud over $5000 [380(1)(a) CC]. Both DESNOMIE and LACHEUR made their first appearance on this matter in Provincial Court at 9:30 a.m. yesterday, January 11, 2012.

A 48 year-old Regina male is facing charges after an incident last night, (January 10, 2012) involving a single vehicle collision and foot chase. This individual is also facing numerous charges as the result of previous attempts by police to carry out an arrest on a Canada-wide warrant.
On Monday, January 10, 2012, at approximately 7:30 p.m., Regina police plainclothes investigators went to a residence in the 1100 block Broadway Avenue to try to locate an individual wanted on a Canada-wide warrant for being Unlawfully at Large [145(1)(b) CC]. A vehicle, a 2002 Dodge Caravan, associated to the accused, was at that address but before patrol officers could safely make an arrest, a male matching the description of the accused left in the van. The vehicle was followed at a distance until it started to pick up speed and drive erratically. At one point, a police unit activated emergency equipment, but the suspect van did not stop. Some minutes later, the vehicle was involved in a minor, single-vehicle collision (vehicle struck a boulevard) and witnesses directed police to the area of Dixon Crescent, where the vehicle was found, abandoned. Canine members attempted to track the suspect, without success. A short time later a patrol member spotted the suspect and gave chase on foot. The male suspect was apprehended without further incident and subsequently charged in connection with these events, as well as a number of incidents between December 26, 2011 and present, in which police attempted to locate and arrest this individual.
Forty-eight year-old Fiorenzo RICCI, DOB: 1963-08-13, of Regina, is charged with Unlawfully at Large [145(1)(b) CC] (the above-mentioned warrant); six counts of Evade Police [249.1(1) CC]; six counts of Dangerous Operation of a Motor Vehicle [249(1)(a) CC]; Possession of a Controlled Substance (cocaine) [4(1) CDSA]; Possession for the Purpose of Trafficking (cocaine) [5(1) CDSA]. RICCI made his first court appearance on these charges in Provincial Court at 2:00 p.m. today (January 11, 2012).

The Regina Police Service responded to a report of an assault in the 1700 block of Elphinstone Street at approximately 5:15 pm on Sunday, January, 8, 2012. Preliminary investigation indicates that a planned meeting and altercation occurred at this location. A 14 year-old male was transported to hospital with what appeared to be serious, but non life-threatening injures.
Three male youths and one female youth, all aged 15 were charged in relation to this incident. The four cannot be named in accordance with the Youth Criminal Justice Act. They will appear in youth court today at 9:30 am; the three males are charged with Disguise with Intent [351(2) CC] and Aggravated Assault [268(1) CC] and the female is charged with and Aggravated Assault [268(1) CC].
