POLICE MEMBER CHARGED

A Regina Police Service member has been charged with Common Assault following an investigation into an assault on a 17 year-old male, alleged to have occurred in Regina, on September 1, 2009. The police officer was not on duty at the time of the alleged incident. This notice is being issued in accordance with past practice of the Regina Police Service, consistent with the Service’s commitment to public accountability.

The complaint, alleging an assault on September 1, 2009, was received by the Regina Police Service and subsequently investigated by the Service’s Professional Standards Section. As a result of this investigation, a 37 year-old male, who is a two-year member of the Regina Police Service, was charged with Common Assault.

Thirty-seven year-old Morley J. HALL, DOB: 1972-07-25, of Regina, is charged with Common Assault, contrary to section 266 of the Criminal Code. HALL will make his first court appearance in Provincial Court at 9:30 a.m. on Monday, March 1, 2010. HALL has been re-assigned from patrol to administrative duties pending the outcome of this matter.

PUBLIC SAFETY ALERT
MALE SUBJECT SIGNIFICANT RISK TO REOFFEND


As the result of application under the Saskatchewan Public Disclosure Act, the Regina Police Service is warning the Regina and area public of the presence, in Regina, of Donald Owen TETLOCK, DOB: 1944-01-28. THIS INFORMATION IS INTENDED TO ENABLE MEMBERS OF THE PUBLIC TO TAKE SUITABLE PREVENTATIVE MEASURES, NOT TO EMBARK UPON ANY FORM OF VIGILANTISM OR OTHER UNREASONABLE CONDUCT DIRECTED AT THIS INDIVIDUAL.

Donald Owen TETLOCK is described as: Male, Caucasian, 66 years old, 5’ 6” tall, weighing 155 pounds, with a medium build. TETLOCK has brown eyes, grey hair and no beard. He wears reading glasses. A recent photograph of TETLOCK accompanies this news release and can be found at www.reginapolice.ca .

A brief description of TETLOCK’S offending behaviour is as follows: Donald Owen TETLOCK has a history of committing sexual offences against at-risk females with whom he establishes a trust relationship through the provision of alcohol and a place they are lead to believe they can consider to be a safe haven. In previous offences, his victims have ranged from early to late teenage years.

Donald Owen TETLOCK is subject to National Parole Board supervision conditions that require he not have contact with any female children under the age of 18 without an adult present who is aware of his prior offences and has been pre-approved by his parole officer; that he not be in any area where prostitution services are offered and that he have no contact with any person involved in the sex trade. In accordance with the National Parole Board supervision conditions described above, Donald Owen TETLOCK is currently residing in the Heritage neighbourhood of Regina.

Any member of the public who has questions or concerns is encouraged to contact the Regina Police Service at 777-6500. Anyone who wishes to report an incident where TETLOCK is in violation of the aforementioned conditions, or an incident involving this individual, should call the Regina Police Service at 777-6500 or Crime Stoppers at 1-800-222-TIPS (8477). Concerns or reports from persons living outside of Regina should be directed to the nearest detachment of the RCMP or local municipal police department.

This information is intended to raise community awareness about the presence of this offender so that legitimate steps may be taken to protect the community. This information is not to be used for an unlawful purpose. The Regina Police Service stresses that this information is being provided to enable members of the community to take suitable preventive measures. It is not provided so that any citizen should seek out Donald Owen TETLOCK for vigilantism or any other form of unreasonable conduct directed at him.

TWENTY-TWO YEAR OLD MALE CHARGED IN ROBBERY OF
FINANCIAL INSTITUTION


A 22 year-old male, of no fixed address, is facing four charges in connection with the recent robbery of a financial institution in Regina.

At approximately 2:40 p.m., on February 10, 2010, an unknown male entered a financial institution in the 900 block of Victoria Avenue, Regina. After a few moments inside, he approached an employee and demanded cash. The male received an undisclosed amount of cash and fled the area on foot. No weapon was seen during this robbery and no one was physically injured. Police were dispatched to the address and conducted an area search but were unable to immediately locate anyone matching the description of the suspect. Investigation into this incident led to the arrest of a twenty-two year-old male, on February 14th, in Moose Jaw, with the assistance of the Moose Jaw Police Service. The male was subsequently charged and held for court.

Twenty-two year-old Dustyn Marvin HALYK, DOB: 1987-06-25, of no fixed address (most recently of British Columbia), is charged with Robbery [344(b) CC] and three charges of Breach of Recognizance [145(3) CC]. HALYK made his first court appearance on these charges in Provincial Court at 9:30 a.m. on Tuesday, February 16, 2010.

INCIDENTS OF MISCHIEF - REQUEST INFORMATION


The Regina Police Service is investigating a number of incidents of mischief reported in the past week and asking for help from the public in solving these crimes. Since February 3rd, seventy-nine incidents of mischief have been reported to the Regina Police Service. This is a greater number of incidents than usual and, of these, there are some cases that present similarities. Police are exploring the possibility that at least some of these incidents are caused by the same unknown suspect or suspects.

During the 24 hour-period, from 6:00 a.m. on February 8, 2010 to 6:00 a.m. February 9, 2010, the Regina Police Service received 25 reports of mischief, where the windows of vehicles were broken, possibly by small projectiles. Nine of these incidents occurred in the NW, one in the NE, nine in the West and six in the East part of the city. A similar spate occurred on February 4-5, with four similar incidents reported (two in NE, two in NW).

Police are advising owners of motor vehicles to avoid parking on the street, if there are other options available. Residents are also asked to take note of any suspicious activity in their neighbourhoods and report any crimes in progress immediately, taking note of anything that could help police identify suspects. Anyone who has information that could assist police in apprehending those responsible for these crimes is asked to contact the Regina Police Service at 777-6500 or call Crime Stoppers at 1-800-222-TIPS (8477).

REQUEST INFORMATION– REGINA MALE WANTED ON WARRANT


The Regina Police Service is asking for information from the public to locate an individual who is the subject of Canada-wide Warrants of Arrest for two counts of Hit & Run Cause Bodily Harm [252 (1.2) CC], two counts of Assault with Weapon [267(a) CC], Dangerous Operation of Motor Vehicle [249(1)(a) CC] and Operate a Motor Vehicle While Disqualified [259(4) CC] in relation to an incident which occurred on January 21, 2010 in the 100 block Cannon Street.

Twenty-eight year-old Aaron James DOUGLAS, DOB: 1981-03-30, of Regina is described as male, Caucasian, 5’ 11” tall, weighing about 155 pounds, with short brown hair and blue eyes. It is believed that DOUGLAS may be armed and is considered dangerous.

If anyone has information on the whereabouts of Aaron James DOUGLAS, or sees this individual, do not approach him and contact the Regina Police Service at 777-6500, your nearest law enforcement office or Crime Stoppers at 1-800-222-TIPS (8477). UPDATE - REQUEST ASSISTANCE – MISSING TEEN


The Regina Police Service has located a fifteen year-old Regina male who was reported missing on February 3, 2010.

Fifteen year-old Kelly KLEIM, DOB: 1994-05-19, of Regina, was located at approximately 11:00 PM on Thursday, February 4, 2010.

REGINA MALE CHARGED WITH ATTEMPTED MURDER

A 25 year-old Regina male faces four charges, including Attempt Murder, in relation to an incident that occurred in a house on the 1200 block of 12th Avenue North on Tuesday night, February 2, 2010. Two other individuals, a 22 year-old male and a 19 year-old female, also face charges in this and a related incident the same evening.

On Tuesday, February 2, 2010, police were dispatched to a house in the 1200 block of 12th Avenue North after the Communications Centre received a 9-1-1 call indicating that there were a number of people, some armed with weapons, involved in a fight at that address. The first officers at the scene located a 51 year-old male, who was the apparent victim of an assault. The male was taken to hospital by EMS, with what were described as numerous head injuries. Police determined that suspects had fled the scene in a red van, confirmed to have been reported stolen, less than half an hour earlier. Another police unit, responding to the 1200 block of 12th Avenue North, spotted a red van, matching the suspect vehicle description, on Broad Street near 4th Avenue. The vehicle was recovered a short time later in the area of Albert Street and 8th Avenue. The vehicle’s occupants fled on foot. Police apprehended a 19 year-old female and a 22 year-old male after a foot pursuit. The other suspects were not located. Further investigation into these incidents led to charges against these two individuals. A third suspect, a 25 year-old male, was arrested, without incident at about 12:03 a.m. on Wednesday, February 3, 2010, in a traffic stop in the 1400 block of King Street. This individual was subsequently charged in connection with the assault on the 51 year-old male in the 1200 block of 12th Avenue North and the theft of the van recovered at Albert Street and 8th Avenue. The investigation into these matters is ongoing.

Nineteen year-old Brandi Rae WORME, DOB: 1990-07-28, of Regina is charged with Possession of Stolen Property (vehicle) and Breach of Probation. Twenty-two year-old Mickey Wade ISAAC, DOB: 1987-09-16, of Regina, is charged with Aggravated Assault; Possession of Stolen Property (vehicle) and Breach of Undertaking. Both these individuals made their first court appearances on these charges on Wednesday, February 3, 2010.

Twenty-five year-old Ryan James VARLEY, DOB: 1984-12-18, of Regina, is charged with Attempt Murder, Evade Police, Theft of Auto and Possession of Stolen Property. VARLEY made his first court appearance on these charges at 9:30 a.m. on Thursday, February 4, 2010.

FOUR CHARGED IN RECENT BREAK AND ENTERS

Four Regina males are facing a total of 56 charges in connection with numerous recent residential break and enters in Regina. One of the accused is a 22 year-old adult; the other three are youths, ages 16 (2) and 17. The charges include Break and Enter, Possession of Stolen Property and Theft of Auto. The B&E’s and Thefts occurred in Regina between January 12 and February 2, 2010.

On Tuesday, February 2, 2010, at approximately 2:06 a.m., patrol officers were dispatched to a break and enter at a house in the 2600 block of Garnet Street. The homeowner woke to find an unknown male in the house; the suspect male fled. Police learned that the male suspect entered the house via an unlocked door. Police set up a perimeter, but did not locate the suspect. Some property was recovered nearby.

A short time later, at about 3:06 a.m., on February 2, 2010, police were dispatched to another break and enter, this time in the 3100 block of Retallack Street. In this instance, two males apparently pried open a door to enter the house. A variety of property was taken. Police set up a perimeter and located three male youths, who were arrested in connection with the B&E’s in the 2600 block of Garnet Street, the 3100 block of Retallack Street and a third break and enter in the 2700 block of Regina Avenue. Further investigation led to the execution of a search warrant just after 5:00 p.m. on February 2, 2010 at a house in the 1300 block Rae Street. Several items were recovered that are related to recent residential break and enters; police are in the

process of contacting the property owners in order to return their property to them. Subsequent investigation led to a total of 53 charges against the three youths; in connection with cases of break and enter between January 12th and February 2, 2010.

A fourth person, a 22 year-old male was also arrested and charged in connection with two of the break and enters, which occurred on the 18th and 19th of January, in the 400 block of Rae Street and the 2700 block of Assiniboine Avenue.

The three youths cannot be named in accordance with the provisions of the Youth Criminal Justice Act. One of the 16 year-olds faces 18 charges of Break and Enter, eight charges of Possession of Stolen Property, one charge of Theft over $5,000 and one charge of Theft Under $5,000. The other 16 year-old faces nine charges of Break and Enter and four charges of Possession of Stolen Property. The 17 year-old faces seven charges of Break and Enter and four charges of Possession of Stolen Property, as well as a breach under the Youth Criminal Justice Act. The three youths made their first court appearances on these charges in Youth Court at 9:30 a.m. on Wednesday, February 3, 2010.

Twenty-two year-old Tyler Wayne EDWARDS, DOB: 1987-02-26, of Regina is facing two charges of Break and Enter and one charge of Possession of Stolen Property. EDWARDS made his first court appearance on these charges in Provincial Court at 9:30 a.m. on Tuesday, February 2, 2010.

PASSENGER IN CAB FACES CHARGES AFTER COLLISION

A 25 year-old Regina male faces three charges in connection with a weekend motor vehicle collision that sent six people to hospital, one of them with serious injuries. The collision occurred in the intersection of Elphinstone Street and Saskatchewan Drive just before 2:27 a.m. on Saturday, January 30, 2010.

Preliminary investigation indicates a cab, a Pontiac Montana van; carrying a 60 year-old male driver and four male passengers ages 22, 23, 23 and 25; was westbound on Saskatchewan Drive when it collided, in the intersection at Elphinstone Street, with a northbound Jeep Cherokee. The Jeep was driven by a 25 year-old female driver and had an 18 year-old female passenger. Police, Fire and EMS attended to the scene; the female driver of the Jeep had to be extricated from her vehicle by firefighters, using the Jaws of Life. All involved in the collision were taken to hospital, with the exception of one 25 year-old male passenger in the cab. The 25 year-old female’s injuries were described as serious. Investigation into this collision led to charges against the 25 year-old male passenger alleged to have been seated behind the cab driver. One of the other male passengers, a 23 year-old from Estevan, was arrested at the hospital for public intoxication but was later released without charge. It is alleged that the collision occurred as the result of an assault on the cab driver, who may have proceeded through the intersection on a red light.

Twenty-five year-old Jesse David DELL, DOB: 1984-05-08, of Regina, faces one charge of Criminal Negligence Causing Bodily Harm [221 CC] in connection with the injuries to the driver of the Jeep; one charge of Assault [266 CC] in connection to the alleged assault on the cab driver and one charge of Mischief Under $5,000 [430(4) CC] in connection with damage to the meter and dashboard of the cab. DELL made his first court appearance in Provincial Court at 9:30 a.m. this morning, Monday, February 1, 2010. The investigation into this matter is ongoing.

FOUR CHARGED IN ROBBERY

Four individuals, two males and two females, are facing a total of 16 charges in connection with two vehicle thefts, a robbery and an aggravated assault that sent a 66 year-old Regina male to hospital.

At 8:20 p.m. on Thursday, January 28, 2010, police were dispatched to a house in the 1000 block of Princess Street to check on the welfare of the resident at that address. Police found a 66 year-old male inside the house; he was unresponsive and injured and there were signs of a struggle in the house. Police located a 28 year-old female at that location and subsequent investigation led to the arrests of a 29 year-old male, a 21 year-old male and an 18 year-old female in connection with this incident.

Preliminary investigation indicates that on Thursday, January 28, 2010, the victim invited some people into his house for a party and, after a quantity of alcohol was consumed, an altercation occurred in which the resident of the house was assaulted and then robbed of his car keys and bank card. Further investigation also led to evidence that three of the suspects arrived at the house on Princess Street in a vehicle reported stolen earlier that day from the 3900 block of Rae Street. Four individuals were subsequently charged in connection with the assault and the robbery. Three of those persons also face charges in connection to possession of two stolen vehicles and there were two Breaches of Undertaking against two of the suspects. The victim of the robbery and assault remains in hospital.

The persons charged in connection with these incidents are:
- Twenty-nine year-old Ashley Dean PAPEQUASH, (male) DOB: 1980-06-29;
- Twenty-eight year-old Sandra Mae PAPEQUASH, DOB: 1981-11-12;
- Twenty-one year-old Justin Lee PIAPOT, DOB: 1988-06-23; and
- Eighteen year old Raylene IRELAND-STAITE, DOB: 1991-10-14.

All of the accused are from Regina. All four are charged with Aggravated Assault [268(1) CC] and Robbery [344(b) CC]. Ashley PAPEQUASH, Justin PIAPOT and Raylene IRELAND-STAITE are also each facing two charges of Possession of Stolen Property under $5,000 [355(b) CC]. In addition Justin PIAPOT and Raylene IRELAND-STAITE are each facing a charge of Breach of Undertaking [145(3) CC]. All four made their first court appearances on these charges in Provincial Court at 9:30 a.m. on Monday, February 1, 2010.
