CIVILIAN SEARCH ACTIVATED FOR 52 YEAR-OLD FEMALE

The Regina Police Service is requesting the public’s help in locating Carlene WALTERS, a 52 year-old female who was reported missing at approximately 8:45 am on December 30, 2009. Police have now requested the assistance of Search and Rescue Regina, which will assemble a team of trained volunteers to search the area where WALTERS was last seen. In addition to pursuing other investigative avenues, police are asking home and property owners in Regina to search their yards and any outbuildings for any sign of WALTERS.

Fifty-two year-old Carlene WALTERS, (DOB: 1957/01/09) of Regina, is described as a Caucasian female, standing approximately 5’3” tall, weighing approximately 100 pounds with medium length blonde hair. She was last seen wearing a yellow winter jacket. WALTERS also wears glasses. WALTERS was reported missing on Wednesday, December 30, 2009. It is believed she was seen in the northwest area of Regina at approximately 10:30 a.m. on December 30th. Though WALTERS is ambulatory, she has chronic medical problems. Her medical history, the extreme cold and the fact that she has not been seen in 24 hours has police and her family concerned for her safety.

MOTOR VEHICLE COLLISION

The Regina Police Service is investigating a motor vehicle collision which occurred at approximately 9:40 pm on Wednesday, December 30, 2009.

Preliminary investigation indicates that a semi, hauling two trailers, was traveling East bound on the Ring Road at Winnipeg Street where it was struck by a North bound train. The train struck the second trailer of the semi. There were no injuries in this incident. The 39 year-old male driver of the semi has been charged under the Traffic Safety Act with Driving Without Due Care and Attention and Disobey a Stop Signal at a Crossing.

The Regina Police Service is requesting drivers find an alternate route this evening as both east and west bound lanes of the Ring Road are covered with debris and are closed. The Regina Police Service thanks the media and the public for their attention to this matter.

REQUEST PUBLIC ASSISTANCE: POLICE SEEKING 51 YEAR OLD MALE

The Regina Police Service is asking for help from the public in locating a 51 year-old male, who has not had contact with his family since March of this year.

Fifty-one year-old Rudy PRICE, DOB: 1957-12-30, is described as male, Caucasian, about 5’ 11” tall; with a thin build; long, grey hair; blue eyes and no teeth (missing dentures). PRICE does not have a fixed address in Regina and has been known to reside in both Regina and Winnipeg, as he has family connections there. He may also go by the name of Dennis COWLEY. PRICE’s family is concerned for his well-being given his transient lifestyle and their difficulties maintaining contact with him. Regina Police Service investigators have checked extensively into PRICE’s known contacts and habits, but have been unable to confirm a sighting of Rudy PRICE beyond March, 2009, although there are more recent reports that indicate PRICE may have been seen in Regina in October, 2009. There is no indication of foul play as a reason for PRICE’s lack of contact with his family, but there is concern for his safety, especially now that temperatures are extremely low and he has no known fixed address.

UPDATE; CHARGES IN HOMICIDE CASE

A 16 year-old male youth from Regina is facing two charges following the death of a 21 year-old male early Saturday morning in a house in the 2200 block MacKay Street. This is the third homicide in Regina in 2009.

At 1:01 a.m. on Saturday, December 12, 2009, police were dispatched to a house in the 2200 block of MacKay Street for a report of an assault in progress. Police, EMS and Fire were all dispatched to the scene. Police located a male victim who had suffered serious injuries. The victim was treated at scene by EMS and then transported to hospital, but he was pronounced deceased at hospital. Police investigation led to the arrest, at approximately 1:45 a.m., of a 16 year-old male suspect in the 2300 block of Wallace Street. The name of the deceased person has not yet been released.

The 16 year-old accused cannot be named in accordance with the provisions of the Youth Criminal Justice Act. He is facing one charge of Second Degree Murder [235(1) CC]; and one charge of Assault Causing Bodily Harm [267(b) CC] in relation to an assault on an 18 year-old female on the same night. The accused will make his first court appearance in Youth Court on Monday, December 14, 2009, at 9:30 a.m. Investigation into this matter is ongoing.

HOLIDAY SEASON CRIME PREVENTION

The Regina Police Service is encouraging members of the public to practice crime prevention strategies during the holiday season. Here are some tips to ensure the security of your home, vehicle, property and personal, financial information.

1. The Regina Police Service recommends the following smart practices to protect your vehicle and its contents:

  • Do not leave your vehicle running, unattended, with keys in the ignition. This is the number one opportunity for auto theft in winter weather.
  • Park in well-lit areas and always lock your vehicle. Do not store spare keys to your vehicle or another family vehicle in your car.
  • Consider buying a steering wheel locking device or other anti-theft device and use it, every time you park your vehicle.
  • Do not leave valuables in plain sight, even if your vehicle is locked. This is especially important now that people are doing Christmas shopping and may think it safe to leave gifts and other purchases unattended in a vehicle.

2. In addition, the Regina Police Service recommends the following strategies to protect your home:

  • Always lock your house when you leave; if you have an alarm system use it. It is also good practice once you’ve entered your home, to lock your doors behind you.
  • Make it clear to any observer that your home is occupied; clear sidewalks of snow; empty mailboxes; keep a light on in your house and keep the exterior of your home well lit.
  • If you are travelling during the Christmas season, ask a trusted neighbour or friend to give your house that same “lived-in” look while you are away.
  • If you observe any criminal activity in your neighbourhood, report it to police. If you can do so safely, take note of details like clothing descriptions or license plate numbers and report this information to police.

3) When making purchases or using an Automated Banking Machine (ABM), always remember to safeguard your Personal Identification Number, or PIN. Remember to use your free hand to shield the keypad as you enter your PIN. Check your financial statements carefully and report any irregularities to the appropriate authorities. If you are making online purchases, be cautious. Don’t let your enthusiasm for a good deal override your common sense; deal with reputable companies, use secure payment options and don’t be bullied by “limited time offers” into making hasty purchases.

With all of the extra activity and preparations for the holiday season remember to secure your vehicle, home, property and financial information. Make these crime prevention strategies part of your daily routine.

INVITATION TO HOLIDAY SEASON CHECK STOP

In keeping with the December Traffic Focus of the Month: drinking and driving offences, the Regina Police Service Traffic Unit is conducting a number of holiday check stops this month. Members of the media are invited to attend a special daytime check stop on Wednesday, December 16, 2009 at 12:00 p.m. in the 5100 block of Dewdney Avenue.

On this occasion, members of the Regina Police Service will be joined by members of SADD, Students Against Drunk Driving, in an effort to raise public awareness about the dangers of drinking and driving. Members of the media will have the chance to get new footage, photos and interviews.

The Regina Police Service reminds drivers to include safe transportation in all of the planning that happens during the holiday season. Make sure you plan to get to each destination safely. At events where alcohol may be consumed, choose a designated driver, taxi or public transportation. The Regina Police Service is committed to enhancing safety for all users of the roadway; if you are going to drink, don’t drive.

YOUTH CHARGED IN ARMED ROBBERY

A 14 year-old Regina male faces three charges including Robbery, after an incident on Saturday December 5, 2009, in which a confectionery business was robbed.
At approximately 9:27 p.m. on Saturday, December 5, 2009, police were dispatched to a store in the 800 block of East Victoria Avenue for a report of a robbery that had occurred moments earlier. A staff member reported that a male had come into the store with his head and face covered. The male suspect had what appeared to be a handgun and demanded cash and product from the clerk. The male fled the store, eastbound, on foot; the clerk was not physically harmed in the incident. While some patrol members responded to the store, other officers, including canine members did an area search and located a male matching the description of the suspect. Further investigation recovered items believed stolen from the store and an air soft handgun which had been painted black. The suspect was subsequently charged in connection with the robbery.
The male youth cannot be named under the provisions of the Youth Criminal Justice Act. He is charged with Robbery [344(b) CC]; Wearing a Disguise with Intent to Commit an Indictable Offence [351(2) CC]; and Possession of Stolen property under $5,000 [355(b) CC]. The youth made his first court appearance on these charges in Youth Court at 9:30 a.m. on Monday, December 7, 2009.

TWO YOUTHS CHARGED IN HOMICIDE CASE

Two 17 year-old Regina males face a total of 16 charges in connection with a homicide that occurred in Regina yesterday. The body of a deceased male was found in an alley in the 1100 block between Retallack and Robinson Streets before 7:00 a.m. on Thursday, December 3, 2009. Last night, police laid charges in connection with this case.

At 6:47 a.m. on Thursday, December 3, 2009, the Regina Police Service Communications Centre received a call of a sick or injured person. Police, Fire and EMS were dispatched to the alley between the 1100 block of Retallack and Robinson Streets, where they located a male, who was confirmed deceased. By late in the afternoon the suspicious death was confirmed as a homicide. The subsequent police investigation led to the arrests, yesterday evening, of two 17 year-old males who face numerous charges. The victim has been identified and his family notified. The victim is a 16 year-old male; his name will not be released at this time.

The two accused cannot be named in accordance with the provisions of the Youth Criminal justice Act. Accused #1 is charged with Second Degree Murder [235(1) CC]; Indignity to a Dead Body [182(b) CC]; Careless use of a Firearm [86(1) CC]; Pointing of Firearm [87 CC]; Possession of Weapon for Dangerous Purpose [88 CC]; Unauthorized Possession of a Firearm [91 CC]; two charges of Possession of a Firearm

Contrary to Order [117.01(1) CC]; and Fail to Comply [137 YCJA]. Accused #2 is charged with Accessory After the Fact to Murder [240 CC]; Indignity to a Dead Body [182(b) CC]; Fail to Comply [137 YCJA]; Careless use of a Firearm [86(1) CC]; Pointing of Firearm [87 CC]; Possession of Weapon for Dangerous Purpose [88 CC]; and Unauthorized Possession of a Firearm [91CC].

Both accused will make their first court appearances on these charges in Youth Court at 9:30 a.m. today, Friday, December 4, 2009. The investigation into this matter is continuing. TWO CHARGED IN THEFTS FROM AUTO


Two individuals, a male and a female, face a total of 45 charges in connection with recent cases of theft from vehicles. So far in 2009, the Regina Police Service has received 16 reports of thefts from vehicles in Wascana Park and Douglas Park; a 17th incident at the University of Regina bears some similarities to the other 16 cases. In most of these incidents, unknown suspects removed credit cards from wallets or purses inside parked vehicles in locations like the marina parking lot at Wascana Park. The point of entry to the vehicles wasn’t obvious in every incident and, in a number of cases, the thefts were undetected until unauthorized charges started to appear on the stolen credit cards.

As a result of investigation into these incidents, police arrested two persons, without incident, on Monday, November 30, 2009, at a residence in the 3400 block of Dewdney Avenue. Subsequent investigation led to a total of 45 charges laid in connection to four incidents of theft from auto between October 10th and November 21st. Investigation is continuing on other, similar incidents.

Forty-year old Christopher Dennis KANE, DOB: 1969-10-17, of no fixed address, faces a total of 42 charges to date, including five charges of Theft Under Five Thousand Dollars [334(b) CC]; four charges of Theft of a Credit Card [342(1)(a) CC]; twenty charges of Unauthorized use of Credit Card Data [342(1)(c) CC]; Breach of Probation [733.1 CC]; Obstruct Peace Officer [129(a) CC]; and Possession of Stolen Property under Five Thousand Dollars [355(b) CC]. Forty year-old Wendy Lorraine YOUMANS, DOB: 1969-04-14, of Regina is charged with Theft Under Five Thousand Dollars [334(b) CC]; Theft of a Credit Card [342(1)(a) CC]; and Unauthorized use of Credit Card Data [342(1)(c) CC].

Both KANE and YOUMANS made their first court appearances on these charges on Tuesday, December 1, 2009. YOUMANS’ second court appearance is Thursday, December 3, 2009. Kane’s next court appearance is Tuesday, December 9, 2009.

Investigation into the unsolved cases of theft from auto are continuing.

IDENTITY OF DECEASED PERSON RELEASED

The Regina Police Service is releasing the name of a Regina male who died after a vehicle/pedestrian collision on North Albert Street on Thursday, November 26, 2009.

Police were dispatched to the 900 block of Albert Street North at approximately 6:18 p.m. on Thursday, November 26, 2009, for a report of a collision involving a pedestrian and a vehicle southbound on Albert Street. Police and EMS attended; the male pedestrian was pronounced deceased at the scene of the collision. Police closed off the southbound lane where the collision occurred for some hours as part of the investigation.

The deceased person is 82 year-old Glen Delbert Wood, DOB: 1927-09-11, of Regina.

The investigation into the circumstances of this collision is continuing. There have been no charges laid in connection with this collision at this time. There are no other details for release at this time.

TRAFFIC FOCUS OF THE MONTH - DECEMBER

The Regina Police Service Traffic Focus of the Month for December is drinking and driving offences. While the Regina Police Service works year-round to detect impaired drivers, the December Traffic Focus of the Month will increase attention to this problem by directing resources toward venues where alcohol is likely to be consumed. In addition, the Regina Police will be conducting check stops (Enforcement Overdrive) for drinking and driving. These projects have been increased for the holiday season. Restaurants, bars and special event venues will see increased patrols in this effort to encourage anyone who consumes alcohol to plan a safe ride home.
Drinking and Driving remains the primary factor in fatal collisions in Saskatchewan. Charges that may apply are Driving with a Blood Alcohol Limit of Over .08, Impaired Driving or Failing to Provide a Breath Sample. The Regina Police Service reminds motorists that even though a person’s blood alcohol limit may be under .08, the person’s ability to operate a motor vehicle may still be impaired. This could result in a charge of impaired operation of a motor vehicle. Any motorist convicted of any of these charges is subject to a Driver’s License suspension. The first conviction will result in a driver’s suspension period of one year. Fines start at $1000.00 with no maximum.
The Regina Police Service advocates careful planning around events where alcohol may be consumed. Whether you choose a designated driver, taxi or public transportation, the best advice remains: if you plan to drink, don’t drive. Keeping impaired drivers off the road protects Regina residents.
