A 16 year-old male youth is facing a charge of First-Degree Murder in connection with an October 2017 homicide. The victim is 26 year-old Kelvin Kim PASAP, who was found deceased, outdoors, in the 1000 block of Atkinson Street, on October 25, 2017.
This homicide has been under investigation by the Regina Police Service Major Crimes Unit, working in conjunction with the Saskatchewan Coroner’s Service, since Wednesday, October 25, 2017. On that date, police were dispatched at approximately 8:06 a.m., to the 1000 block of Atkinson Street for a report of male, lying outside, who did not appear to be breathing. Police and EMS attended and located an adult male, who was confirmed deceased. The victim’s identity was released two days later with a repeated request for information to assist the investigation. Continued investigation into the murder of Kelvin PASAP resulted in the arrest of a 16 year-old suspect, on Wednesday, January 23, 2019. The youth was subsequently charged in connection with the homicide.
The youth, who cannot be named in accordance with the provisions of the Youth Criminal Justice Act, is charged with First-Degree Murder, contrary to section 235(1) of the Criminal Code. The youth made his first court appearance on the charge in Youth Court at 9:30 a.m. on Thursday, January 24, 2019.
